Book excerpt: Nous étudions l'évolution de l'instabilité des gains familiaux de la fin des années 1980 à la fin des années 1990 et du revenu familial d'un segment à l'autre de la courbe de distribution des gains familiaux. Nous dégageons quatre grands profils. Premièrement, dans le sous ensemble de familles demeurées intactes de 1982 à 1991 et de 1992 à 2001, l'instabilité des gains familiaux a peu varié de la fin des années 1980 à la fin des années 1990. Deuxièmement, la dispersion des gains permanents des familles est devenue beaucoup plus inégale au cours de cette période. Troisièmement, les familles classées dans le tertile inférieur de la distribution des gains (selon l'âge) de 1992 à 1995 ont eu, de 1996 à 2000, un revenu du marché nettement plus instable que leurs homologues du tertile supérieur. Quatrièmement, parmi les familles dont le mari avait moins de 45 ans, le régime d'impôts et de transferts a, durant la période allant de 1996 à 2001, éliminé au moins les deux tiers (et jusqu'à la totalité) des différences d'instabilité (exprimées en gains/pertes proportionnels de revenu) du revenu du marché familial observées entre les familles des tertiles inférieur et supérieur. Ce résultat met en relief le rôle stabilisateur clé joué par le régime d'impôts et de transferts, un aspect auquel assez peu d'attention a été accordée durant les années 1990, au moment de la réforme de l'assurance emploi (l'assurance chômage) et de l'assistance sociale.

They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.
