Book excerpt: The doctrine of international relations (inter-state, indeed), territorial ideologies, the logic of autochthony and its ramifications, ethnic cleansing, are all hinged at different levels upon the same pseudo-fact: to every society a closed and exclusive territory demarcated by fixed and linear borders. This way of thinking, totally foreign to African societies for a long time, has generated today more contradictions than it can ever solve. The authors of this book make a clear distinction between territory formation "from the top" as being a deliberate political project, and its formation "from below" as being a more diffused historical process which is determined by the scheme of antagonisms and compromises between social forces. In lieu of a stark opposition between "the top" and "below", the authors unveil the interdependence and mutual influence which form the basis of a dual system within which legal formation -by the colonial authorities first, then by the postcolonial one- is confronted with a host of subaltern spatial dynamics, neglecting thereby the legitimacy which only them can provide. As an essential read for anyone who is interested in the relationship between knowledge and power, this book offers stimulating perspectives on the issue of African unity and its epistemological and political challenges. It renews profoundly our approaches to human security, citizenship, borders and mobility.

Book excerpt: Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.

Book excerpt: This book addresses why some ethnic minority migrant groups have better economic and political integration outcomes than others. The central claim is that social integration leads to trade-offs with economic and political integration. The logic behind this claim is that socially segregated groups may have difficulties interacting with mainstream society but will have more capacity for group mobilization. That mobilization can improve economic and political integration. In comparison, socially integrated groups may have greater capacity to interact with mainstream society but also less likelihood of developing significant group mobilization resources. As a result, this can limit their economic and political integration outcomes. Rahsaan Maxwell develops this argument with evidence from Britain and France, claiming that similar group-level dynamics exist despite numerous national-level contextual differences, and provides a brief extension of the argument to The Netherlands and the United States.

To give added lustre to this landmark in its history, the Institute accepted the invitation from the International Society of Criminology to organise the 49th International Course of Criminology. The title of the course was: Changes in Society, Crime and Criminal Justice in Europe. A challenge for criminological education and research'. This course explored two themes, both of which are likely to be the focus of debate in criminal policy in the near future: crime and insecurity in the city, and international organised and corporate crime. The presentation and discussion of both themes followed two main approaches. Lectures and seminars focused on the analysis of the nature, the quantity and the development of the phenomena, and meetings were focused on the policy needed to gain control of these phenomena. Moreover, attention was paid to technical and ethical problems which show up at the moment that empirical research is carried out. This publication brings together the main part of the introductory lectures. Part one relates to the theme of crime and insecurity in the city; the second part contains the lectures on international organised and corporate crime. Together both parts present a good picture of what was explained and commented on during the Course, especially in relation to important European developments concerning crime, criminal justice and criminal policy. This book will become an important source of inspiration for both criminological educationand research.
