Book excerpt: Economie en transition, la Roumanie a rejoint l'Union Européenne le 1er janvier 2007, impliquant notamment sa libéralisation commerciale vis-à-vis de l'Union. Bien que ce type de changement doit entaîner un certain nombre d'effets plutôt positifs, les conclusions présentées par différentes analyses dans la littérature ne convergent pas. Après avoir créé une Matrice de Comptabilité Sociale (MCS) et à l'aide des modèles d'équilibre général calculable permettant d'effectuer diverses simulations, cette thèse examine les effets de la libéralisation commerciale sur l'ensemble de l'économie roumaine. Les analyses statiques montrent que l'impact du choc risque d'être négatif, mais qu'il peut être atténué si la libéralisation est accompagnée, par exemple, d'une politique visant à stabiliser les prix. Selon les résultats des analyses dynamiques, l'économie connaîtrait des impacts négatifs à court terme, mais positifs à moyen-long terme. La thèse conclut de manière générale que la Roumanie pourrait profiter pleinement de son adhésion, seulement si la libéralisation commerciale est suivie par des politiques économiques appropriées, en particulier celles qui encouragent l'investissement et le développement des nouvelles technologies.

Le suivi et la gestion efficace des flux deviennent une nécessité tant du terrain, que de l’enseignement et de la recherche. D’où les efforts des opérateurs économiques et des administrations des pays en transition (cas de la Roumanie) pour la mise en place d’un cadre favorable à la production et la valorisation des informations financières fiables, afin de connaître l’origine et l’évolution des flux financiers, leurs liens avec les domaines prioritaires du management financier, avec la viabilité d’une entreprise. Cette thèse s’interroge donc sur les outils d’analyse et de gestion des flux les mieux adaptés pour constituer des instruments complémentaires de diagnostic et/ou de pilotage d’une entreprise. Eclairés par une approche qualitative de collecte de données et par une approche quantitative des informations financières, les résultats de cette recherche ont montre que aucun tableau de flux n’a répondu ni à toutes les préoccupations des experts qui l’ont conçu, ni à toutes les attentes de personnes qui l’ont utilisé. Par conséquent, nous avons proposé une grille d’analyse et gestion des flux financiers qui permet une vision complète de l’utilité de flux dans le management financier

Indeed, central banks are often now seen as 'the only game in town', and a place to put innumerable problems vastly exceeding their traditional remit. These new powers do not fit well, however, with the independence of central banks, remote from the democratic control of government. Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago. It dissects the hypothesis that the Great Recession has prompted a reassessment of that model; a renewed emphasis on financial stability has emerged, possibly vying for first rank in the hierarchy of objectives of central banks. This raises the risk of dilemmas, since the Great Recession brought into question implicit assumptions that the pursuit of price stability would also lead to financial stability. In addition, the border between monetary and fiscal policy was blurred both in the US and in Europe. Central Banking in Turbulent Times asks whether the model prevailing before the Great Recession has been irrevocably altered. Are we entering, as Charles Goodhart has hypothesized, into the 'fourth epoch' of central banking? Book excerpt: The embarrassing living conditions of more than one billion poor people in developing countries in combination with the increasing gap of living standards between the poor and the rich, has provided a strong motivation for development policy to change this situation. From its beginning, policy has aimed for stimulating economic growth in order to improve living conditions for everyone. The endurance of poverty, however, has motivated to extend the traditional »growth is good for the poor« by a more targeted policy that combines growth with a particular emphasis on improving the situation of the poor. This is exactly the objective of »pro-poor growth«, a term that became popular during the late 1990s and which seemed to dominate the stage with the propagation of the Millennium Development Goals, including its goal to halve poverty by 2015. This volume contains six papers that address various core issues of pro-poor growth policies. These papers were presented at the annual meeting of the Research Committee Development Economics (Ausschuss Entwicklungsländer des Vereins für Socialpolitik) in 2005. Papers were lively discussed at the meeting and later on improved by comments from anonymous referees. All authors have done extensive research in the field of pro-poor growth, including field studies. Accordingly, their contributions - reflecting this knowledge and proficiency - pick up recent developments in the field. The discussion of most appropriate pro-poor growth policies is an ongoing process which has been documented by a growing literature. The value added of the present volume is obviously not to be more comprehensive than others but rather to continue the line of work by bringing some recent research findings - with a focus on policy relevance and empirical substantiation - to a broader audience.
