Book excerpt: La protection de l'environnement est une problématique marquée de notre société actuelle. L'industrie est un secteur particulièrement polluant bien que d'intérêt économique majeur. Si des efforts restent à faire en termes de politique internationale, plusieurs pays, dont la France, ont mis en place une législation territoriale visant à limiter les rejets aqueux et gazeux industriels. La nature de ces rejets et très variable selon le type d'industrie concernée. L'industrie pharmaceutique est source de rejets chimiques issus des matières premières, solvants, réactifs, intermédiaires de réaction, co-produits, produits et agents nettoyants. Les matières rejetées en grande quantité sont des polluants notoires, pour lesquels des technologies de dépollution existent et sont bien documentées. La problématique majeure du secteur pharmaceutique reste la question des micropolluants, matières retrouvées sous forme de trace dans les eaux et gaz après traitement classique. Ces molécules sont d'autant plus inquiétantes qu'elles sont biologiquement actives et représentent donc un risque environnemental et sanitaire mal évalué de nos jours dans le cas particulier des médicaments. Cette pollution émergente soulève la double problématique d'établissement de nouvelles normes de rejet adaptées et de mise au point de technologies de dépollution efficace. Ce travail permet de faire l'état des lieux de la politique environnementale actuelle et des technologies de dépollution existantes à l'échelle industrielle. Est aussi abordée la méthode d'établissement des normes de rejets industriels et ces limites actuelles.

Depuis ces dernières décennies les différents référentiels applicables au domaine pharmaceutique préconisent une approche basée sur les risques pour la maîtrise de la contamination dans les zones de production. Cette approche basée sur l'évaluation proactive des risques reste souvent abstraite de par la difficulté de détecter la contamination mais aussi de par l'exhaustivité des informations portées par les différents référentiels applicables qui peuvent perdre le lecteur. L'objectif de ce travail est de faciliter la compréhension des différentes recommandations et réglementations applicables à la maîtrise de la contamination (viable et non viable) en industrie pharmaceutique. Notamment en mettant en avant un cas concret d'application d'un plan de surveillance environnemental en industrie pharmaceutique. Dans un premier temps nous redéfinirons la contamination et l'intérêt de la maîtriser dans le cadre de la fabrication des produits de santé. Dans un second temps nous nous intéresserons à l'origine des zones de production à atmosphères contrôlées, à leur conception et à leur mise en place. Enfin nous mettrons en avant la mise en place d'un plan de surveillance environnementale mise au point à l'aide de la méthode d'analyse de risque HACCP, au sein de l'entreprise Sanofi.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
