Il est vrai qu’est de plus en plus étudiée la législation des drônes et autres nouvelles machines de guerre chargées d’engendrer le chaos et la désolation. Toutefois, en abordant la question de l’écocide dans mes premières recherches, j’ai constaté que peu de pays se sentaient concernés par ces nouveaux crimes internationaux de grande ampleur, la Russie était toutefois l’un des rares Etats à l’avoir incorporé dans ses textes pénaux. En revanche, je demeurai décontenancé par l’absence de pensée scientifique qui se projettait vers l’avenir issue de la réflexion de la majorité des juristes. Ce futur paraissant tout aussi effrayant que fascinant pose de nombreuses questions. En effet, l’Homme ne cesse de s’inventer des méthodes toujours plus destructrices, des méthodes toujours plus avancées, des méthodes toujours plus sournoises pour provoquer la mort. Or, en découvrant que certains auteurs ont eu, et ont parfois toujours, de funestes impacts sur une population, cela m’a laissé penser que la communauté juridique n’était pas dotée d’outils pour les juger. Le criminel apprend de ces prédécesseurs. Des nombreux génocidaires ont déjà été jugés sur la base de la convention de 1948 relative au génocide. Sous ces enseignements de la justice internationale, des individus développent ou peuvent développer des pratiques qui auraient pour finalité dissimulée un génocide. La communauté internationale commence à être coutumière de la gestion judiciaire des génocides classiques, mais elle n’envisage pas le futur, les émulations du génocide, ces descendants qui ont la même finalité et qui pourtant sont mieux dissimulés dans leurs intentions. Certains Etats, comme la Russie ou le Vietnam, ont entamé des innovations juridiques comme le processus de reconnaissance de nouveaux crimes internationaux graves en s’inspirant du concept de génocide, que ce soit consciemment ou inconsciemment. Faire de l’innovation juridique, c’est avant tout réaliser un travail proche de la divination, anticiper des comportements qui n’auront peut-être jamais lieu. Cependant, ce processus est nécessaire au nom du principe de prévention, car quoi de plus essentiel que d’alerter la communauté juridique sur des risques futurs contre la vie humaine, avant même que celle-ci ne soit en danger ?

Presenting these previously inaccessible documents along with expert context and analysis, Taner Akçam's most authoritative work to date goes deep inside the bureaucratic machinery of Ottoman Turkey to show how a dying empire embraced genocide and ethnic cleansing. Although the deportation and killing of Armenians was internationally condemned in 1915 as a "crime against humanity and civilization," the Ottoman government initiated a policy of denial that is still maintained by the Turkish Republic. The case for Turkey's "official history" rests on documents from the Ottoman imperial archives, to which access has been heavily restricted until recently. It is this very source that Akçam now uses to overturn the official narrative. The documents presented here attest to a late-Ottoman policy of Turkification, the goal of which was no less than the radical demographic transformation of Anatolia. To that end, about one-third of Anatolia's 15 million people were displaced, deported, expelled, or massacred, destroying the ethno-religious diversity of an ancient cultural crossroads of East and West, and paving the way for the Turkish Republic. By uncovering the central roles played by demographic engineering and assimilation in the Armenian Genocide, this book will fundamentally change how this crime is understood and show that physical destruction is not the only aspect of the genocidal process.
