Book excerpt: La croissance et le développement de l'Afrique subsaharienne constituent un véritable mythe : ils sont évoqués dans tous les discours, mais tardent à se concrétiser. L'évidente contradiction entre les objectifs volontaristes affichés par les pouvoirs publics africains et la faiblesse des moyens dont ils se dotent conduit à s'interroger sur les ressorts de ce paradoxe et à mobiliser comme facteur explicatif l'extraversion qui caractérise les liens qu'entretient l'Afrique avec le reste du monde, en particulier les liens économiques. Vu de loin, le comportement des pouvoirs publics africains paraît incohérent et parfois suicidaire, en tout cas en contradiction avec les impératifs du développement. A y regarder de plus près, ce comportement semble toutefois parfaitement rationnel pour des individus dont la principale préoccupation est, au mieux, de s'adapter à un contexte décisionnel fluctuant et, au pire, d'instrumentaliser les contraintes externes pour s'octroyer une légitimité interne d'autant plus impérative qu'elle peut rarement s'appuyer sur des élections libres et transparentes. Il en résulte un jeu permanent entre les individus et les institutions dont l'issue est incertaine. Cet ouvrage s'attache à démontrer que l'improvisation, tendance lourde du pilotage des économies africaines, est la réponse des pouvoirs publics africains à des événements perçus comme aléatoires. L'absence de maîtrise des instruments de souveraineté économique (la monnaie, le budget) se traduit concrètement par une obligation de réagir au lieu d'agir. Après avoir mis en évidence la faible efficacité des politiques économiques menées sur le continent africain, cet ouvrage entend ainsi expliquer une partie de l'échec des politiques suivies, résultat pour l'essentiel de l'incertitude et de l'extraversion de la gouvernance en Afrique subsaharienne.
