Book excerpt: Le processus de régionalisation implique la prise de conscience collective des pays soucieux d'améliorer leur essor économique et social. Dans cette étude, la principale problématique est de concilier la coopération Sud-Sud à l'efficience coopérative et économique. En effet, si la présence de l'Afrique du Sud au sein de la SADC garantit une crédibilité internationale à la zone, il importe tout de même de souligner que la région australe est en proie à des sérieux maux susceptibles de fragiliser et d'anéantir les efforts et les effets attendus du régionalisme. Bien qu'elle crée du commerce et attire les investissements étrangers, la SADC doit s'atteler à résorber non seulement les problèmes d'ineffocience politique mais aussi les problèmes sociaux tels que les violences civiles, les guerres raciales et ethniques et la pandémie du VIH/Sida, si elle souhaite préserver son dynamisme économique. C'est pourquoi l'intégration régionale, avec l'appui de la communauté internationale, doit jouer un rôle capital dans ces domaines. Nos résultats empiriques montrent effectivement que si les pays de la SADC arrivent à contourner les obstacles liés à leur union régionale, la zone australe pourrait, grâce à ses atouts, développer des meilleures perspectives en terme de développement économique et de région émergente.

Une telle approche gouvernementale initialement focalisée sur la mise en œuvre des principes démocratiques se veut, en effet, réformiste et pragmatique devant les réalités complexes de la région, d’autant plus qu’elle a été renforcée par nombre d’initiatives au cours de ces dernières années.L’Afrique du Sud, dotée d’une puissante économie mais éloignée des grands marchés internationaux, s’est donc engagée dans le processus d’intégration régionale, en l’occurrence la SADC, pour réaliser des économies d’échelle, tout en se positionnant en tant que point d’ancrage « naturel » susceptible d’accélérer le développement de la zone. Malgré la proximité géographique, ledit processus n’a pas généré d’effet tangible et reste confronté à un certain nombre d’obstacles importants. Une réflexion globale est nécessaire.C’est cette problématique que l’auteur tente d’analyser, à savoir qu’il accorde toute leur importance aux divers enjeux de coopération et d’intégration auxquels les États membres sont confrontés, tout en mesurant le degré d’adéquation aux fins poursuivies des moyens mis en œuvre par leurs gouvernements, avant de faire entrevoir les perspectives d’avenir qui se dessinent dans l’ensemble de la région.

Ceci peut entre autre être lié à la nouvelle conception élargie de la sécurité. Face à l’ampleur de certains défis ou à leur nature transnationale, l’Etat présente un acteur non approprié pour répondre à l’ensemble des besoins sécuritaires de ses ressortissants. Cette étude vise à montrer que le régionalisme pourrait permettre une approche adéquate pour parer aux menaces de déstabilisation. en Afrique centrale, il se pose cependant le problème que, malgré leur relance dans les années 1990, les processus de régionalisation n’ont toujours pas permis de dégager les capacités nécessaires pour une approche efficace des défis contemporains. Ceci peut non seulement s’expliquer par l’orientation économique mais surtout aussi par la structure intergouvernementale des deux organisations régionales, la CEMAC et la CEEAC. En accordant une place prédominante aux représentants des Etats, ces processus ne semblent pas avoir été adaptés au nouveau contexte international et aborder les questions pertinentes pour la sécurité humaine. En se fondant sur une analyse des théories du régionalisme et en faisant appel à l’exemple de la SADC et de la CEDEAO, cette étude cherche à montrer qu’une ouverture des structures régionales aux acteurs non-étatiques pourra constituer une voie pour rendre le régionalisme plus performant sur le plan sécuritaire et renforcer son effet sur la stabilité. ainsi serait-il possible d’envisager le passage de l’état de coopération à une logique d’intégration régionale.

Book excerpt: Despite more than two decades of economic integration efforts, levels of spatial development inequality remain high within the Southern African Development Community (SADC). Owing to persistent delays in the implementation of the SADC integration agenda, infrastructure connectivity is still overly inefficient, while cumbersome customs also continue to impede the free movement of goods and services. This hampers the growth potential of planned spatial development initiatives in the region. This study aims to analyse how the development of regional growth corridors and the deepening of SADC integration could help to ease existing connectivity bottlenecks and unlock the dynamic gains of closer intra-regional collaboration for shared growth. It examines the structural challenges to the emergence of dynamic growth corridors and probes the potential for overcoming them through territorial collaboration between metropolitan clusters and rural areas connected by transport corridors. The development of growth corridors requires the adoption of new production techniques and the application of concomitant skills and know-how. This study therefore also explores the absorptive capacity requirements for structural transformation and surveys existing facilities and incentives for technological capability building.
