Book excerpt: In Status, Power, and Identity in Early Modern France, Jonathan Dewald explores European aristocratic society by looking closely at one of its most prominent families. The Rohan were rich, powerful, and respected, but Dewald shows that there were also weaknesses in their apparently secure position near the top of French society. Family finances were unstable, and competing interests among family members generated conflicts and scandals; political ambitions led to other troubles, partly because aristocrats like the Rohan intensely valued individual achievement, even if it came at the expense of the family’s needs. Dewald argues that aristocratic power in the Old Regime reflected ongoing processes of negotiation and refashioning, in which both men and women played important roles. So did figures from outside the family—government officials, middle-class intellectuals and businesspeople, and many others. Dewald describes how the Old Regime’s ruling class maintained its power and the obstacles it encountered in doing so.

Book excerpt: Bernard-Lazare (1865-1903) was a French Jewish writer and a prime mover in the Dreyfus Affair. After being involved in the Symbolist and anarchist movements, he took up the cause of Dreyfus in his brochure “Une erreur judiciaire” which anticipated Zola’s “J’accuse” by three years. He was an early analyst of antisemitism and in later years an ardent Zionist whose outspoken views provoked much controversy. The Dreyfus Affair lies at the center of this book as it was the turning-point in Bernard-Lazare’s life. The first part of the book traces Bernard-Lazare’s early career: his devotion to Mallarmé and defense of the Symbolist aesthetic as a philosophy of freedom; his adoption of anarchist principles which satisfied his love of freedom, his sympathy for oppressed individuality and minority groups, and his passion for social justice; above all his analysis of antisemitism where, at first, he argued for social assimilation only to reject this idea later in favor of cultural pluralism. The second part offers a history of the Dreyfus Affair and of how Bernard-Lazare drew attention to the grave irregularities of the case and convinced others of the threat posed to Republican democracy. Finally, Nelly Wilson shows how Bernard-Lazare came to espouse Jewish nationalism in a more radical and solitary way than did Herzl, the founder of Zionism, and how, after his death, his memory was kept alive by Péguy, who saw in Bernard-Lazare the embodiment of the prophetic spirit. “[A] finely-crafted study... On the one hand, ‘the market’ is presented as that to which EU member states must collectively respond. It is the very purpose of a post-national government and that which dictates individual and collective identities. The expansion of market is that which guarantees and constitutes peace in Europe. On the other hand, ‘the market’ is that which government must seek to tame. It is the servant of government and ought not be permitted to undermine collective identities and solidarities associated with the juridical imaginary of social contract and sovereign nation-state. It is, from this perspective, the expansion of the social institutions of nation-state into the post-national arena that will constitute a lasting peace in Europe. Cosmopolitan Government in Europe uses a Foucauldian lens to consider the ethics of the scholarly and institutional discourses associated with these apparently divergent market and legal cosmopolitan visions of Europe. It reflects on attempts to reconcile or move beyond these discourses, particularly through the invocation of more pluralist modes of governance, but claims that such moves have been largely unsuccessful in both practice and theory. It argues that the very ambiguity in the relationship between the ideal subjects that these market and legal visions promote – respectively, post-national ‘entrepreneur’ and ‘citizen’ – is that which permits a space for resistance and politics. Thus, the book argues for a pragmatic politics which is cognizant of the violent potential inherent in any cosmopolitan attempt to govern Europe, while recognising the contemporary dangers associated with the dominance of a market cosmopolitan Europe. This work is an important and timely intervention in contemporary debates about democratic Europe and its shortcomings and will be of great interest to scholars of international political theory, European studies and international political economy.
