La progettazione di efficaci sistemi di programmazione e controllo risente di numerosi fattori; tra questi, la natura dei sistemi informativi, le caratteristiche della pianificazione strategica, le variabili organizzative aziendali, gli strumenti utilizzati. Seguendo la previsione legislativa, nelle aziende sanitarie pubbliche i sistemi di controllo sono stati introdotti nel rispetto di determinate caratteristiche, fin dall’avvio nel 1992 della cosiddetta seconda riforma. Nel corso di questi vent’anni, molta attenzione è stata data alla dimensione strumentale, e in particolare alla contabilità analitica per centri di costo e al budget. Il volume intende analizzare il grado di maturità dei sistemi di controllo nelle aziende sanitarie territoriali e nelle aziende ospedaliere. Vengono tracciate le caratteristiche dei sistemi di controllo di gestione dal punto di vista dei controller, e considerando il ruolo che la direzione generale e il middle-level management ricoprono nel forgiare il processo di monitoraggio. Ciò permette di evidenziare gli elementi distintivi dei sistemi di controllo, nonché di avviare considerazioni circa le criticità e gli aspetti ancora scarsamente sviluppati. Per tale ragione, oltre a chi si occupa di ricerca, il lavoro è destinato anche agli operatori del mondo della sanità che in modo diretto o indiretto quotidianamente si confrontano col processo di controllo di un’azienda. Emidia Vagnoni, è professore straordinario di Economia aziendale presso l’Università degli Studi di Ferrara dove è docente di Management e organizzazione delle aziende sanitarie. E’ direttore del CRISAL - Fondazione Ettore Sansavini, Centro di ricerca sull’Economia e Management della Salute, presso la stessa università. Laura Maran, è ricercatrice in Economia aziendale e degli Intermediari finanziari presso l’Università degli Studi di Ferrara e in Management Accounting and Business presso il Royal Melbourne Institute of Technology di Melbourne (Australia).
