It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.

Seeley's famous phrase in The Expansion of England: 'We seem to have conquered and peopled half the world in a fit of absence of mind.' Peter Riviere gives a vivid account of how the British Empire at the zenith of its power was dragged reluctantly, and with little thought and no clear policy, into a minor border dispute with Brazil which was solved only after sending a boundary commission and an expeditionary force. Centred on the Indian village of Pirara on the border between northern Brazil and British Guiana, in a remote territory in the interior, the story of the Anglo-Brazilian border dispute reveals much about the varied and conflicting motivations of imperial expansion. Zealous Protestant and Catholic mission activity, attempts to end slavery, and the overwhelming motivation to establish links and to define and control imperial boundaries were key aspects of the dispute. This is a beautifully written and vivid anthropological and historical narrative, with acute analysis of imperial expansion, based upon extensive fieldwork and Foreign Office, Colonial Office and missionary society records.

While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

Book excerpt: Questions about land control have invigorated thinkers in agrarian studies and economic history since the nineteenth century. ‘Exclusion’, ‘alienation’, ‘expropriation’, ‘dispossession’, and ‘violence’ animate histories of land use, property rights, and territories. More recently, agrarian environments have been transformed by processes of de-agrarianization, urbanization, migration, and new forms of primitive accumulation. Even the classic agrarian question of how the social relations of agriculture will be influenced by capitalism has been reformulated at critical historical moments, reviving or producing new debates around the importance of land control. The authors in this volume focus on new frontiers of land control and their active creation. These frontiers are sites where established power relationships are challenged by new enclosures and property regimes, producing new social and environmental dynamics in their stead. Contributors examine labor and production processes engaged by new configurations of actors, new agrarian and environmental subjects and the networks connecting them, and new legal and violent means of challenging established or imminent land controls. Overall we find that land control still matters, though in changed degrees and manners. Land control will continue to inspire struggles for a long time. To do so, gravity models are estimated using data on bilateral investment relationships, together with newly constructed indicators of agro-ecological suitability in areas with low population density as well as indicators of land rights security. Results confirm the central role of agro-ecological potential as a pull factor. In contrast to the literature on foreign investment in general, the quality of the business climate is insignificant whereas weak land governance and tenure security for current users make countries more attractive for investors. Implications for policy are discussed.

Agricultural workers joined labor unions, the Socialist party established a base among peasant vinegrowers, and the largest peasant uprising of twentieth-century France, the great vinegrowers' revolt of 1907, shook the entire south with massive demonstrations. In this study, Laura Levine Frader explains how left-wing politics and labor radicalism in the Aude emerged from the economic and social transformation of rural society between 1850 and 1914. She describes the formation of an agricultural wage-earning class, and discusses how socialism and a revolutionary syndicalist labor movement together forged working-class identity. Frader's focus on the making of the rural proletariat takes the study of class formation out of the towns and cities and into the countryside. Frader emphasizes the complexity of social structure and political life in the Aude, describing the interaction of productive relations, the gender division of labor, community solidarities, and class alliances. Her analysis raises questions about the applicability of an urban, industrial model of class formation to rural society. This study will be of interest to French social historians, agricultural historians, and those interested in the relationship between capitalism, class formation, and labor militancy.
