Book excerpt: This sixth volume of the CODESRIA Gender Series is a collection of discourses, perspectives, practices and policies on the role of the female gender in science and technology, particularly in the African context. Although widely advocated as the indisputable foundation for political and economic power in the modern world, science and technology remains marked by various layers and dimensions of gender inequality that work to the disadvantage of girls and women. Despite the fact that a lot of awareness has been created, and gender issues are now more readily acknowledged by various development initiatives in Africa, participation in science and technology still remains a hurdle as far as girls and women are concerned. A common theme that runs through the book is how feminine identities, ideologies of domesticity and gender stereotypes, and the inadequacy or lack of clear policies facilitate the invisibility of women in science and technology. This notwithstanding, women have never ceased devising clever and ingenious ways that would enable them to master nature, from the margins. The book provides a window onto the current state of female participation in science and technology in Africa, along with an analysis of the historical backgrounds, current educational and professional contexts, and prospects for the future. While it is evident that more research needs to be done, with more groups in different regions, this volume brings together a rich and inspiring collection of qualitative insights on gender, science and technology in Africa. The CODESRIA Gender Series acknowledges the need to challenge the masculinities underpinning the structures of repression that target women. The series aims to keep alive and nourish African social science research with insightful research and debates that challenge conventional wisdom, structures and ideologies that are narrowly informed by caricatures of gender realities. Almost half of the population of the African continent is thought to lack a legal identity, and many states see biometric technology as a reliable and efficient solution to the problem. However, this book shows that biometrics, far from securing identities and avoiding fraud or political distrust, can even participate in reinforcing exclusion and polarizing debates on citizenship and national belonging. It highlights the social and political embedding of legal identities and the resilience of the documentary state. Drawing on empirical research conducted across 14 countries, the book documents the processes, practices, and meanings of legal identification in Africa from the 1950s right up to the biometric boom. Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.
