To solve that puzzle, he examines postcolonial Africa, analyzing countries in which genocide occurred and where it could have but did not. Why have there not been other Rwandas? Straus finds that deep-rooted ideologies—how leaders make their nations—shape strategies of violence and are central to what leads to or away from genocide. Other critical factors include the dynamics of war, the role of restraint, and the interaction between national and local actors in the staging of campaigns of large-scale violence. Grounded in Straus's extensive fieldwork in contemporary Africa, the study of major twentieth-century cases of genocide, and the literature on genocide and political violence, Making and Unmaking Nations centers on cogent analyses of three nongenocide cases (Côte d'Ivoire, Mali, and Senegal) and two in which genocide took place (Rwanda and Sudan). Straus's empirical analysis is based in part on an original database of presidential speeches from 1960 to 2005. The book also includes a broad-gauge analysis of all major cases of large-scale violence in Africa since decolonization. Straus's insights into the causes of genocide will inform the study of political violence as well as giving policymakers and nongovernmental organizations valuable tools for the future.

In presenting a detailed history of this conflict between an African state and a people inhabiting it involuntarily, a number of social and political tensions are brought to the fore which haunt all of the Sahel today: the heritage of slavery, local and European concepts of race and the racialisation of social and political relations, colonial rule, the inchoate process of decolonisation, and the presence of competing nationalist forces in one postcolonial state.

From the formation of Maroon societies in the early colonial period, to female mobilisation in authoritarian contexts, via urban youth culture, women or mineworkers in trade unionism, as well as pro- and anti- gay rights activists, the protagonists here all insist upon their rights to protest in a variety of ways. Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. This phenomenon of compromising symptomatically appears in the jurisprudence dealing with territorial disputes, because of their specific nature, and the geostrategic, economic and emotional factors at stake. It is also due to the remarkable flexibility of applicable norms and principles, which provides a vast power of appreciation to the judge. This study enhances how the content of the decisions is used in order to reach a balanced solution and demonstrates that the international judge focuses on peacekeeping considerations. Les décisions arbitrales et judiciaires relatives aux différends territoriaux terrestres et maritimes sont marquées par une tendance transactionnelle. Elles consacrent des tracés frontaliers situés entre les revendications respectives des parties et assurent plus globalement un équitable partage des espaces et des ressources. Ce phénomène de compromis s’exprime symptomatiquement dans la jurisprudence relative aux différends territoriaux en raison de la nature de ces litiges et de leurs enjeux géostratégique, économique et émotionnel. Il est aussi dû à la particulière flexibilité des règles et des principes applicables. Book excerpt: Up to 2012, Mali was a poster child of African democracy, despite multiple signs of growing dissatisfaction with the democratic experiment. Then disaster struck, bringing many of the nation's unresolved contradictions to international attention. A military coup carved off the country's south. A revolt by a coalition of Tuareg and extremist Islamist forces shook the north. The events, so violent and unexpected, forced experts to reassess Mali's democratic institutions and the neoliberal economic reforms enacted in conjunction with the move toward democracy. Rosa De Jorio's detailed study of cultural heritage and its transformations provides a key to understanding the impasse that confronts Malian democracy. As she shows, postcolonial Mali privileged its cultural heritage to display itself on the regional and international scene. The neoliberal reforms both intensified and altered this trend. Profiling heritage sites ranging from statues of colonial leaders to women's museums to historic Timbuktu, De Jorio portrays how various actors have deployed and contested notions of heritage. These actors include not just Malian administrators and politicians but UNESCO, and non-state NGOs. She also delves into the intricacies of heritage politics from the perspective of Malian actors and groups, as producers and receivers--but always highly informed and critically engaged--of international, national and local cultural initiatives.
