Entre prise en compte du risque et attractivité, de nouvelles stratégies innovantes émergent, et offrent de nouveaux dispositifs plus souples à la présence de l'eau sur le territoire. L'adaptation anime les politiques urbaines qui prônent un retour de la nature en ville pour mieux cohabiter avec l'eau et s'enrichir de sa présence pour valoriser ces paysages. Marqués par une trame bleue exceptionnelle, les Pays- Bas puisent leur identité dans leur éternel rapport à l'eau, les dotant ainsi d'une expérience unique dans sa gestion. De plus en plus concernée par cette présence bleue dans son paysage urbain, la France appréhende un peu plus chaque jour les enjeux que cela implique. À toutes les échelles d'aménagement urbain, l'intégration du risque inondation devient essentielle pour ces deux pays, soulevant ainsi de nombreuses questions. Comment la France et les Pays-Bas ont-ils construit leur relation à l'eau ? Quels sont les principes forts de leur relation à l'eau ?
