Book excerpt: The basic aim of this special issue is to focus on the profound change of tendency in education that is taking place at both the national and interna tional level. At a time when education and lifelong learning are increasingly merging into one process, it is important to examine the ways in which edu cational policies and practices are evolving. Consequently, we invited a variety of contributors, both men and women, coming from different regions and encompassing both research and practice, to identify significant phenomena and trends that are indicative of the ways in which systems of education are responding to new social and cultural demands. We asked our contributors to show how educational reality in different countries is no longer confined within the temporal and spatial limits of institutional education, to indicate how models of educational practice are changing, to examine the extent to which the traditional cycles of human life are shifting their boundaries, and to describe how these changes are mani festing themselves in different national contexts in both South and North. We also asked our authors to pose questions raised by this educational revolution. We have included 17 contributions, some of the authors analysing par ticular national situations, others drawing questions and observations from their own experiences or taking a searching look at education from the perspective of a practical involvement in social iSl>ues or from a background of research into popular arts and traditions.

Book excerpt: Migrants in irregular situations are confronted with dangerous circumstances during their journeys toward Western countries and upon their arrival in those countries of destination. While continuously disputed by social and political forces, migrants and their children continue to live an isolated life in our communities, facing discrimination, abuse, and labour exploitation. Courts and tribunals in our societies try to make sense of this human mobility by sorting out basic human rights and economic privileges in a way which is too revolutionary for conservative parties and too slow and unfair for human rights activists. This book focuses on the issue of human rights protection of migrants in irregular situations. The concept of protection does not refer to a humanitarian definition of aid and intervention on behalf of the victims of migration. Protection here means official recognition by the State and by the law of migrants in irregular situations. It also means recognition of the human rights of migrants, recognition of the migrant as a political actor, and from there, political inclusion and politicization of the migrant. Discussions in international forums are dominated by Westphalian visions of the world, and no change can be envisioned in the near future with this kind of discourse. In a highly individualized and fragmented world, an undocumented migrants destiny is instead decided on a case-by-case basis in our national courts, and today the most effort is put into advocacy and legal representation. How successful the rights claims are today, what the political context of their development is, and how social and political actors position themselves in regards to irregular migration are points discussed in this book. The culmination of years of conversations on picket lines, in community centres, and in union offices, with workers in Britain, the US, India, Argentina, South Africa, Brazil, and across Europe, Troublemaking brings together lessons from around the world. Precarious workers waste collectors in Mumbai show that no worker is "unorganisable", cleaner organising at LSE and St Mary's hospital in London and Sans-papier workers in France indicate that demanding more at work can lead to big wins. Struggles like The Water Wars in Cochabamba, Bolivia show how we can use our power beyond the workplace. From these movements, Lydia Hughes and Jamie Woodcock draw a number of lessons about why organising at work is the first step in building another world. They put forward three principles for organising. First, the need for action. Struggles can change the world, but they also change people who go through them. Rather than using action as a last resort, we need action to build a movement. Second, the need to build the rank-and-file of unions. Power comes from organising at work, not in trusting others to do it on our behalf. Third, democracy matters in organising. This is not only about winning, but also developing the confidence to build another kind of world. This is not a "how to" guide, but a set of principles for the politics of organising.
