Book excerpt: The topic of the 43rd Congress of the International Institute of Public Finance was "Public Finance and the Performance of Enterprises." The title reflected profound changes in the thinking and approaches of economists traced back to economic developments such as the worldwide slowing down of economic growth, dwindling of productivity increases, growing unemployment, and rampant increase in public debt experienced during the 1970s and 80s. The Congress was not primarily concerned therefore with the economic efficiency of particular enterprises, but with the interface of Public Finance and the behavior of enterprises. The intent was to detect how fiscal policy decisions effect the behavior of enterprises and how this in turn influences the overall performance of an economy--to seek microeconomic foundations for macroeconomic relationships. This volume presents the proceedings of the 43rd Congress with papers from numerous international contributors.

Book excerpt: Robbery, larceny, blackmail, fraud, and other crimes with economic motives are likely to be as old as mankind, and the evasion of taxes and economic regulations can be assumed to begin with the introduction of taxes and economic regulations. Thus the shadow economy is certain ly not a new phenomenon. However, economists did not pay much attention to it until quite recently. P. GUTMANN in his pioneering article "The Subterranean Economy" (Financial Analysts Journal, Nov/Dec 1977, p. 24- 27) was first to point out that unreported economic activity cannot (or, at least, can no longer) be considered as a "quantite negligeable". Challenged by GUTMANN's hypothesis many economists have then tried to assess the quantitative and qualitative importance of the shadow economy (commonly also known as the underground, or subterranean, or black, or unreported economy, and by other names). There seems to be wide agreement nowadays that the shadow economy has not only reached a substantial portion of total economic activity in both Eastern and Western countries but that it is also growing at rates which can no longer be experienced in the official sector. The existence of a considerable volume of unreported economic activities implies that important macroeconomic variables are biased in the official statistics. The rate of unemployment, for example, may be over-estimated while production figures, on the other hand, tend to be underrated. The government could thus be mislead and choose inadequate policies.

Book excerpt: Globalizations from Below uses a Constructivist International Relations approach that emphasizes the centrality of normative power to analyze and compare the four globalizations ‘from below.’ These are: (1) the counter-hegemonic globalization represented by the ‘movement of movements’ of alter-globalization transnational social activists, who try to put an end to the Neoliberal nature of the Western-centered globalization ‘from above’; (2) the non-hegemonic globalization enacted by ‘ant traders’ that are part of the transnational informal economy; (3) the partially similar Chinese-centered globalization, whose entrepreneurial migrants are strongly influenced and instrumentalized by the Chinese state; and (4) the first wave globalization ‘from below’ that paralleled (and outlived) the 1870–1914 globalization ‘from above.’ This book identifies their common features and uses them to define the concept of globalization ‘from below’ as a set of socio-economic or socio-political processes that involve large transnational flows of people, goods, and/or ideas characterized at least in part by informality. They are enacted by entrepreneurial or activistic individuals who either take advantage of the normative power of the hegemon at the origin of an international order and an associated globalization ‘from above,’ or – explicitly or implicitly – transgress, contest, and try to redefine dominant economic, legal, political, and socio-cultural norms, thus challenging the existing international order and globalization ‘from above.’ By constructing a unified theoretical framework, this book attempts to open a new field of interdisciplinary research that should take globalizations ‘from below’ out of their current scholarly marginality. This is one of the first scholarly works to collectively present more than one globalization ‘from below,’ and will be of great interest to students, scholars, and researchers of International Relations, International Political Economy, Development Studies, Economic History, Anthropology, Diaspora Studies, and Chinese Studies.

To this end, academics, policy-makers and representatives of NGOs met at the University of Deusto in Bilbao, Spain (30 January-1 February 2003) to reflect on and debate the state of immigration in Europe. Book excerpt: This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding children’s work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against ‘child labour’, and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of ‘child labour’. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a child’s development to become a full, responsible, and respectable member of society.

Drawing upon original, in-depth studies of self-help activities in both deprived and affluent neighbourhoods in UK cities, this book examines why the populations of deprived neighbourhoods are more likely to be excluded not only from the labour market but also from adopting self-help practices in response to their situation. It also identifies the barriers which discourage participation in self-help projects. A combination of policies are advocated, bringing together innovative bottom-up initiatives such as LETS, time currencies and Employee Mutuals, with top-down policies such as Active Citizens’ Credits. This book instead suggests a fresh and positive approach towards revitalizing deprived neighbourhoods based on seeking the full-engagement, rather than merely the full-employment, of deprived populations.
