L'alto rappresentante è coadiuvato da un nuovo corpo diplomatico, il servizio europeo per l'azione esterna (SEAE). In questa relazione si esamina se l'istituzione del SEAE sia stata gestita con efficacia. La Corte conclude che l'istituzione del SEAE non è stata adeguatamente preparata e che l'efficienza del SEAE è stata ridotta da carenze nella gestione delle risorse. La Corte ha altresì constatato che, sebbene il coordinamento tra il SEAE e gli Stati membri e tra il SEAE e la Commissione abbia fatto registrare miglioramenti, è ancora inadeguato.

Soprattutto per gli Stati Uniti e per i paesi dell’Unione Europea, debito pubblico e vincoli di bilancio stanno esercitando un condizionamento sulle scelte di politica estera e di sicurezza. In particolare, dal 2010, l’Unione Europea ha dovuto investire una parte significativa delle proprie energie e risorse per affrontare la crisi del debito sovrano che ha investito alcuni paesi membri e minato la stessa stabilità della zona euro. La risposta alla crisi economica e finanziaria ha così distratto l’Unione dalle priorità di politica estera, proprio nel momento in cui la recente entrata in vigore del Trattato di Lisbona dotava finalmente l’Unione Europea di strumenti potenzialmente più adeguati per far fronte alle impegnative sfide del sistema internazionale, e in particolare delle aree limitrofe. Con questo volume L’Unione Europea: sicurezza, azione esterna, diplomazia, che nasce da un progetto di ricerca realizzato e finanziato dall’Istituto di Studi Politici “S. Pio V” si vuole dare un contributo alla riflessione strategica sulle prospettive, ambizioni e collocazione internazionale dell’Unione Europea alla luce dell’evoluzione del contesto internazionale, della crisi economica e delle nuove opportunità offerte dall'entrata in vigore del Trattato di Lisbona.

The European External Action Service (EEAS) was created to coordinate the supranational and intergovernmental areas of EU external relations, but it is unclear whether and how it may attain this objective. Through an analysis of law and practice, Gatti demonstrates that the EEAS is capable of effectively promoting coherence in EU external relations. Although working independently from EU institutions and Member States, the EEAS can coordinate their activities at an administrative level. The EEAS is thus ideally placed to bring together EU external action instruments, including diplomatic efforts, development cooperation, and security policies.

The focus of the research is the role of the Union in pursuing sustainable development and human rights in third countries through unilateral trade instruments and applying different methods of regulation. The study is conducted against the background of international law and of the WTO rules on multilateral trade. It addresses the tension between unilateralism and multilateralism in EU policies for sustainable development, with a focus on the problematic issue of the extraterritorial reach of EU measures.
