En 2002, le taux d'adoption de technologies dans le secteur public était environ deux fois plus élevé que celui du secteur privé, soit 82 % comparativement à 42 %. De toute évidence, les changements technologiques qui se sont produits dans le secteur public au tournant du siècle n'étaient pas tous liés directement à l'arrivée de l'an 2000. Il semble plutôt que les organisations du secteur public renouvellent leurs technologies de façon permanente. Il semble aussi que le secteur public maintient son engagement d'avoir recours à la formation pour appuyer l'acquisition de technologies substantiellement améliorées. Ce document s'inspire des données tirées de l'Enquête sur le commerce électronique et la technologie (ECET) de 2002 et porte principalement sur l'acquisition de technologies substantiellement améliorées dans le secteur public. Afin de mettre les données en contexte, on fait des comparaisons avec le secteur privé et on accorde une attention particulière aux différentes tranches d'effectif. Le document fait état des méthodes utilisées pour acquérir de nouvelles technologies. Il comprend en outre un aperçu des trois composantes du secteur public : les services d'enseignement, les soins de santé et l'assistance sociale ainsi que les administrations publiques.

Mordechai Kreinin and Michael Plummer consider the implications of the emerging global trend of economic regionalism for developing countries. The analysis focuses on the trade and investment effects of integration in developed countries on developing countries, as well as the ramifications of regional integration in the latter.
