Book excerpt: Les tendances récentes indiquent que les pays européens accueillent davantage d'ouvriers étrangers afin de combler les pénuries de main-d'œuvre provoquées par le vieillissement de la population ou par la mondialisation. Par ailleurs, un nouvel environnement se dessine dans le monde du travail, avec l'arrivée de nouvelles technologies, de normes de travail différentes, l'augmentation des activités économiques indépendantes, et une plus grande flexibilité en matière de temps de travail et de pratiques sur le lieu de travail. Pour cette raison, certains pays européens ont adopté de nouvelles lois et de nouvelles politiques pour attirer les ouvriers étrangers hautement ou moyennement qualifiés. Cependant, les nouvelles mesures peuvent mettre en danger certains acquis dans ce domaine et peuvent ne pas être en accord avec les normes du Conseil de l'Europe visant à garantir les droits des travailleurs migrants, tels que la Charte sociale européenne et la Convention européenne relative au statut juridique du travailleur migrant. Cette étude se concentre sur les règles concernant le statut juridique des principales catégories de travailleurs migrants admis aux fins d'un emploi dans certains Etats membres du Conseil de l'Europe. L'étude examine la question essentielle de savoir si ces règles nationales sont conçues de manière à aider les migrants à s'intégrer dans le pays d'accueil, en leur garantissant un statut de résidence stable et l'accès aux droits sociaux, ou si elles découragent ou même empêchent une telle intégration.

Society has experienced a growing level of diversity. This reality gives rise to new demands and changing profiles of individuals who benefit from welfare services. Welfare institutions, which are responsible for providing social assistance, play a crucial role in granting access to social benefits for newcomers. Moreover, the provision of social assistance can significantly influence the settlement and integration processes of migrants. This book provides empirical insights into the alignment between the needs of newcomers and the service provided to them. It examines the accessibility of social assistance for newcomers from a comprehensive perspective, encompassing aspects such as gaining access (including equal access for all) and service availability. By focusing on the Belgian Public Centres for Social Welfare as a case study, the authors explore the policies and practices related to social assistance and labour market activation for newcomers and the factors that influence individuals’ access to their rights. By incorporating the perspectives of all the relevant stakeholders involved, drawing on the insights of social workers and managers as well as the experiences of newcomers themselves, this book offers a unique understanding of the interactions between immigrants, the welfare state, and street-level bureaucrats. It provides valuable insights for enhancing service provision, striving for a more inclusive approach.

Book excerpt: After West African migrants arrived in France in the 1960s, the authorities opened residences for them known as “foyers.” Initially intended to contain the West African population, these hostels for single men fostered the emergence of Black communities in the heart of Paris and other cities. More recently, however, a nationwide renovation program sought to replace the collective living arrangements of foyers with more individualized spaces by constructing new buildings or drastically reshaping existing ones—and casting the West African presence as a threat to French identity. Aïssatou Mbodj-Pouye examines the changing roles that foyers have played in the lives of generations of West African migrants, weaving together rich ethnographic description with a critical historical account. She shows how migrants settled in foyers through kinship ties, making these buildings key parts of diasporic networks. Migrants also forged a sense of place in foyers, in an intricate relationship with bureaucratic requirements such as having an address. Mbodj-Pouye scrutinizes the physical and social evolution of foyers and the administrative dynamics that governed them. She argues that even though these buildings originated in state attempts to manage migrants along racial lines, the shared way of life that they encouraged helped spark a sense of political agency and belonging whose significance extends far beyond their walls. Combining close attention to the social and cultural meanings of the foyers and keenly observed portraits of Black experiences in France across decades, An Address in Paris offers a new lens on the global African diaspora.
