Economic hardship, hunger, and debt combined to put them solidly behind the leaders. But between the people's expectations and the politicians' interpretation of what was needed to construct a new state lay a vast chasm. Olwen H. Hufton explores the responses of two groups of working women – those in rural areas and those in Paris – to the revolution's aftermath. Women were denied citizenship in the new state, but they were not apolitical. In Paris, collective female activity promoted a controlled economy as women struggled to secure an adequate supply of bread at a reasonable price. Rural women engaged in collective confrontation to undermine government religious policy which was destroying the networks of traditional Catholic charity. Hufton examines the motivations of these two groups, the strategies they used to advance their respective causes, and the bitter misogyinistic legacy of the republican tradition which persisted into the twentieth century.

Volume 1, which focuses on the period from 1500 to 1700, discusses the concepts of 'welfare' and 'tradition'. It looks at how 16th-century humanists joined with merchants and lawyers to renew traditional charity in distinctly modern forms, and how the discipline of religious reform affected the exercise of political authority and the promotion of economic productivity. Volume 2 examines 18th-century bienfaisance which secularized a Christian humanist notion of beneficence, producing new and sharply contested assertions of social citizenship. It goes on to consider how national struggles to establish comprehensive welfare states since the second half of the 19th century built on the power of the vote as politicians, pushed by activists and advised by experts, appealed to a growing class of industrial workers. Many psychiatric experts claimed that Muslim women rarely went “mad” and that they only accounted for a negligible percentage of the patients cared for by colonial psychiatrists. Consequently, relatively little space was dedicated to female Muslim patients in the theoretical source material, even though case studies and statistics clearly showed that it was mainly an imaginary absence and that it contradicted the everyday experiences of the psychiatrists.

The infants were left at state-run homes and were then transferred to rural wet nurses and foster parents. Their chances of survival were slim, but with alterations in state policy, economic and medical development, and changing attitudes toward children and the family, their chances had significantly improved by the end of the century. Rachel Fuchs has drawn on newly discovered archival sources and previously untapped documents of the Paris foundling home in order to depict the actual conditions of abandoned children and to reveal the bureaucratic and political response. This study traces the evolution of French social policy from early attempts to limit welfare to later efforts to increase social programs and influence family life. Abandoned Children illuminates in detail the family life of nineteenth-century French poor. It shows how French social policy with respect to abandoned children sought to create an economically useful and politically neutral underclass out of a segment of the population that might otherwise have been an economic drain and a potential political threat.

The imagining of liberation and the potential post-Vichy state, lay at the heart of resistance strategy. Their transformation into policy at liberation forms the basis of an enquiry that reveals a society which, while split deeply at the political level, found considerable agreement over questions of race, the family and gender. This is explained through a new analysis of republican assimilation which insists that gender was as important a factor as nationality or ethnicity. A new concept of the 'long liberation' provides a framework for understanding the continuing influence of the liberation in post-war France, where scientific planning came to the fore, but whose exponents were profoundly imbued with reductive beliefs about Jews and women that were familiar during Vichy.
