S'appuyant sur des auteurs comme Michel Foucault ou Sheila Jasanoff, il analyse les échecs et les succès de trois politiques publiques de gestion qui ont chacune mené au choix d'enterrer les déchets nucléaires. Le livre dévoile les différentes stratégies déployées dans le temps tant par les autorités publiques que par les producteurs de déchets et en questionne les limites. Il met aussi en évidence les résistances et le pouvoir d'action des populations concernées par les projets d'enfouissement. Au fil des pages, c'est à l'élaboration d'un véritable art de gouverner que l'on assiste : on découvre l'association systématique du déchet hautement radioactif à une option pour sa gestion de long terme, mais aussi la difficulté pour les experts de rester indépendants lorsqu'il s'agit d'évaluer dans la durée un projet controversé, ou encore les types de savoirs qui influencent, de manière inégale, les décisions politiques aux niveaux national et local. Ce faisant, l'ouvrage décrypte les rapports de force qui sous-tendront les décisions durant les années à venir, que ce soit sur le type de déchets à enterrer et le mode de dépôt à imaginer, sur la capacité d'action des populations concernées et des experts embarqués dans le futur, ou sur les évaluations et les contrôles encore à opérer. This results in different management procedures for each country, while following IAEA and OECD/NEA recommendations. Radioactive waste comes from numerous sources. The largest volumes are generated by the decommissioning and dismantling of nuclear facilities. Long-lived, medium- and high-activity waste – categorized as the most hazardous types of waste – are in fact largely produced by nuclear power reactors, spent fuel reprocessing plants and nuclear accidents. Final disposal of very low-activity, low-activity and very short-lived waste is well controlled. However, final solutions for certain categories, including long-lived waste, sorted waste and spent graphite waste, are not yet in place. Management of Radioactive Waste reviews all the possible solutions and presents those chosen by the various states, including a chapter detailing policy on radioactive waste management, taking France as an example.
