Book excerpt: This book provides a comprehensive understanding of environmental regionalism at the international level, analyzing the concept and identifying recurring patterns from six in-depth case studies. While ecoregions or environmental regions are defined on ecological boundaries rather than administrative criteria, ecoregionalism is the idea that regional dynamics should cluster around ecoregions, while ecoregionalization is the tendency of regional dynamics to cluster around ecoregions. Focusing on the international level, this book presents six cases of ecoregional processes from around the world and the regional environmental agreements: two are terrestrial, the Alps and the Andes; two are marine, the Mediterranean Sea and the Baltic Sea; two are related to freshwater ecosystems: the Amu Darya in Central Asia and the Great Lakes in North America. The book analyzes both ecoregional processes focused on the environment, as well as intersectoral ecoregional processes. The case studies are analyzed based on the ecoregional governance framework, developed by the author for this book. Despite the diversity of context, the similarity of the governance system of the six cases is striking. Several recurring patterns have been identified, which may also extend to the subnational level. They are not design principles, but may be taken into consideration for the design or redesign of current and future regional environmental agreements and processes. Book excerpt: Is over-optimism about a country's future growth perspective good for an economy, or does over-optimism also come with costs? In this paper we provide evidence that recessions, fiscal problems, as well as Balance of Payment-difficulties are more likely to arise in countries where past growth expectations have been overly optimistic. To examine this question, we look at the medium-run effects of instances of over-optimism or caution in IMF forecasts. To isolate the causal effect of over-optimism we take an instrumental variables approach, where we exploit variation provided by the allocation of IMF Mission Chiefs across countries. As a necessary first step, we document that IMF Mission Chiefs tend to systematically differ in their individual degrees of forecast-optimism or caution. The mechanism that transforms over-optimism into a later recession seems to run through higher debt accumulation, both public and private. Our findings illustrate the potency of unjustified optimism and underline the importance of basing economic forecasts upon realistic medium-term prospects.

She describes the intriguing encounters between the colonial regime and African society along with the responses of different sectors in the African population to the Vichy policy. Although French Colonialism Unmasked focuses on one region within the French Empire, it has relevance to French colonial history in general by providing one of the missing pieces in research on Vichy colonialism. Ruth Ginio is a research fellow at the Harry S. Truman Research Institute for the Advancement of Peace in the Hebrew University of Jerusalem. Book excerpt: In the context of the recent financial crisis, the extent to which the U.S. economy has become dependent on financial activities has been made abundantly clear. In Capitalizing on Crisis, Greta Krippner traces the longer-term historical evolution that made the rise of finance possible, arguing that this development rested on a broader transformation of the U.S. economy than is suggested by the current preoccupation with financial speculation. Krippner argues that state policies that created conditions conducive to financialization allowed the state to avoid a series of economic, social, and political dilemmas that confronted policymakers as postwar prosperity stalled beginning in the late 1960s and 1970s. In this regard, the financialization of the economy was not a deliberate outcome sought by policymakers, but rather an inadvertent result of the state’s attempts to solve other problems. The book focuses on deregulation of financial markets during the 1970s and 1980s, encouragement of foreign capital into the U.S. economy in the context of large fiscal imbalances in the early 1980s, and changes in monetary policy following the shift to high interest rates in 1979. Exhaustively researched, the book brings extensive new empirical evidence to bear on debates regarding recent developments in financial markets and the broader turn to the market that has characterized U.S. society over the last several decades.
