Le Programme 2030 se base sur les principes d'universalité, d'intégration et de « laisser personne de côté ». L'intégration signifie l'équilibre des dimensions du développement durable (DD), la maximisation des interactions positives (synergies) et la gestion des interactions négatives (antagonismes) entre les cibles des ODD. Toutefois, il y a un manque de connaissance flagrant sur l'identification et la caractérisation des interactions qui constituent le système des ODD. En cohérence avec les principes de la pensée systémique, la présente thèse s'appuie sur le concept d'analyse systémique de durabilité (ASD) pour identifier, caractériser et organiser les interactions Afin de répondre aux objectifs généraux de la recherche, la thèse propose d'abord (chapitre 1) une classification originale des ODD et de leurs cibles en fonction des cinq piliers du Programme 2030 (5P) soit la population, la planète, la prospérité, la paix et le partenariat. La principale hypothèse testée est que les interactions synergiques sont plus fréquentes lorsque les cibles sont de la même classification et que les interactions antagonistes sont plus fréquentes lorsque les cibles sont d'une classification différente. La thèse présente ensuite (chapitre 2) une étude de cas avec la Ville de Québec qui illustre comment l'utilisation d'un outil d'ASD permet l'intégration des ODD dans la construction d'une stratégie de développement durable à l'échelle locale. Finalement, la thèse présente (chapitre 3) l'approche de l'analyse des réseaux, inspirée de l'approche des Nexus, pour tester l'hypothèse qu'il existe des regroupements de cibles à l'intérieur du système des ODD. La classification des cibles des ODD en fonction des 5P fut par la suite utilisée pour tester l'hypothèse que les cibles de ces regroupements partagent les mêmes classifications. potentielles entre les cibles des ODD. Les objectifs de la thèse sont de développer de nouvelles connaissances sur la caractérisation du système des ODD, de structurer une nouvelle approche opérationnelle avec des outils et des approches qui facilitent la mise en oeuvre des ODD et d'outiller les décideurs pour améliorer la cohérence des politiques. Avec les résultats obtenus, il fut permis de proposer une première classification des cibles des ODD sur la base des 5P, à partir de laquelle il a pu être démontré que plus les cibles sont similaires en termes de classification, plus le caractère des interactions est synergique. Aussi, la thèse permet de révéler que des synergies sont possibles entre des cibles de différentes classifications et que la même logique s'applique aux interactions négatives. De manière générale, les résultats de la recherche menée durant cette thèse montrent que l'approche préconisée s'aligne sur les meilleures pratiques d'opérationnalisation des ODD, et ce, en appliquant les concepts de contextualisation, de localisation, d'approche systémique et d'intégration. En utilisant une grille de priorisation des cibles des ODD (GPC-ODD), j'ai pu intégrer les cibles des ODD de manière aussi bien verticale, c'est-à-dire entre les échelles de gouvernance, du local au national, qu'horizontale, c'est-à-dire entre les différents domaines sectoriels. De plus, j'ai pu montrer que la participation et l'inclusion facilitent l'appropriation par les parties prenantes d'une démarche de développement durable, dans ce cas-ci avec la Ville de Québec. Finalement, l'utilisation de l'analyse des réseaux a permis de valider l'existence de six regroupements thématiques que j'ai pu identifier parmi les cibles opérationnelles des ODD. En référant à la classification des cibles des ODD sur la base des 5P du Programme 2030 présentée dans la thèse, j'ai pu proposer que les cibles de ces regroupements partagent les mêmes classifications. Les connaissances, les approches et les outils développés dans cette thèse sont souples, universels et transférables. Ils outillent les praticiens qui désirent opérationnaliser le développement durable en général, ou les ODD en particulier, avec une approche intégrée. Ils favorisent l'appropriation des ODD, ainsi que l'inclusion des parties prenantes dans une démarche de développement durable, avec comme finalité de développer l'autonomisation de l'ensemble des acteurs impliqués dans l'opérationnalisation des ODD. De plus, ils permettent d'actualiser les savoirs théoriques et pratiques en lien avec l'ASD. Les résultats obtenus dans cette thèse permettent, aussi, d'inspirer d'éventuels créneaux de recherche et d'application, comme la mise à jour de la GPC-ODD pour y intégrer les regroupements et la classification des cibles sur la base des 5P. L'adaptation de la localisation des ODD pour le secteur privé et l'utilisation de la modélisation par équations structurelles pour l'identification de regroupements sont des perspectives pertinentes en continuité avec les résultats de cette thèse. In 2015, members of the United Nations unanimously adopted the 2030 Agenda for Sustainable Development. The Agenda is based on the principles of universality, integration and "leaving no one behind". Integration means balancing the dimensions of sustainable development (SD), maximizing positive interactions (synergies) and managing negative interactions (trade-offs) between SDG targets. However, there is a lack of knowledge on identification and characterisation of the interactions that make up the SDG system. In line with systems thinking, this thesis use the concepts of systemic sustainability analysis (SSA) to identify, characterize and organize the potential interactions between the SDG targets. The objectives of the thesis are to develop new knowledge on the characterization of the SDG system, to structure new approach that facilitate the implementation of the SDGs by proposing tools and approaches in order to help practitioners to improve policy coherence. In order to meet the general objectives of the research, the thesis first proposes (chapter 1) an original classification of the SDGs and their targets according to the five pillars of the 2030 Agenda (5P): people, planet, prosperity, peace and partnership. The main hypothesis tested is that synergies are more frequent when targets are of the same classification, and trade-offs are more frequent when targets are of a different classification. The thesis then presents (chapter 2) a case study with Quebec City that illustrates how the use of an SSA tool can help integrate the SDGs in the building of a sustainable development strategy at the local level. Finally, the thesis presents (chapter 3) a network analysis to test the hypothesis that there are clusters of targets within the SDG system. The classification of SDG targets according to the 5Ps was then used to test the hypothesis that the targets of these clusters share the same classifications. With the results obtained, it was possible to propose an original classification of the SDG targets based on the 5Ps from which it could be shown that the more similar the targets were in terms of classification, the more positive the interactions. Also, the thesis reveals that synergies exist between targets of different classifications and that the same logic applies to negative interactions. The approach presented in the case study aligns with the best practices for localizing the SDGs by including the concepts of contextualization, localization, systems approach and integration. The use of the SDG target prioritization grid (SDGT-PG) allows vertical integration, from global to national to local levels, and horizontal integration, between the different policy areas. In addition, I have been able to show that participation and inclusion facilitate stakeholders' appropriation of a sustainable development approach, in this case with Quebec City. Finally, the use of network analysis validated six thematic clusters among the operational SDG targets.

Voices of the Poor concludes that we need to expand our conventional views of poverty which focus on income expenditure, education, and health to include measures of voice and empowerment.
