La Mission de recherche Droit et Justice, pour la France, en partenariat avec l'Université d'Utrecht pour les Pays-Bas et l'IRSIC de Bologne pour l'Italie, a élaboré en 2000, avec le soutien de la Commission européenne (programme Grotius), un projet de recherche comparé associant douze pays européens (Autriche, Belgique, Bulgarie, Danemark, Espagne, Finlande, France. Italie, Pays-Bas, Portugal, Roumanie, Turquie) auxquels s'est joint le Québec, sur l'administration de la justice et l'évaluation de sa qualité. Les résultats de cette recherche ont été présentés lors d'un colloque européen qui s'est tenu à l'Ecole nationale de la magistrature en mai 2003. L'ouvrage issu de ces travaux, qui ont associé praticiens et chercheurs, remet en perspective les principales tendances observées, intègre des synthèses comparatives et des études par pays. Il contient des données très récentes et préconise une approche qui implique les professionnels et les usagers du service public de la justice. Les orientations proposées, les critères d'évaluation évoqués constituent autant de points d'appui pour la conduite de réformes tendant à l'amélioration de l'organisation et du fonctionnement de la justice. Les textes de synthèse sont bilingues. Sept monographies sont en anglais et six en français.
