Book excerpt: En raison des changements climatiques, le territoire québécois se retrouve de plus en plus exposé à des événements climatiques extrêmes imprévisibles, dont les conséquences peuvent être dommageables pour la population et les infrastructures. Dans ce contexte, et afin de réduire les vulnérabilités sur leur territoire, certaines villes québécoises (Montréal, Trois-Rivières, Sherbrooke et Laval) ont adopté des plans d'adaptation aux changements climatiques. Mais qu'en est-il des autres municipalités et des municipalités régionales de comté (MRC)? À partir des résultats de l'analyse du Plan d'action 2006-2012 sur les changements climatiques (PACC 2006-2012), du Plan d'action 2013-2020 sur les changements climatiques (PACC 2013-2020) et de la Stratégie d'adaptation aux changements climatiques 2013-2020 du gouvernement du Québec, ainsi que d'entrevues effectuées auprès de gestionnaires municipaux de 31 municipalités et MRC, il est démontré que, malgré les incitations étatiques, peu d'entre elles ont les outils, les connaissances, les moyens financiers ou la volonté politique pour faire face aux aléas climatiques présents et futurs, ce qui, dans leur cas, ralentit passablement la transition urbanistique qu'exigent les circonstances climatiques actuelles. Conscients de ces freins, nous proposons des pistes de solution en vue d'encourager la prise en compte de l'adaptation aux changements climatiques dans les documents de planification et dans la réglementation québécoise en urbanisme dans le contexte d'une éventuelle révision de la Loi sur l'aménagement et l'urbanisme. This book introduces the rules of the game, by reviewing the natural variability of stable isotopes in the hydrosphere, describing the physico-chemical basis of isotope fractionation, and applying this knowledge to natural waters as they move through the hydrologic cycle from the ocean to the atmosphere, the biosphere and the lithosphere. There is a special focus on the processes at the surface?atmosphere and land?biosphere?atmosphere interfaces, since these are the sites of major changes in isotope composition.
