Book excerpt: Le rapatriement du grand nombre de prisonniers de guerre au lendemain de la Première Guerre mondiale est une des conséquences du conflit qui vient de se terminer, et témoigne de la complexité d'en sortir. Les processus de retour des captifs sont longs, laborieux et difficiles, puisque les circonstances politiques constamment changeantes et les intérêts nationaux des pays concernés empêchent souvent leur transport rapide. Sur le front occidental, les prisonniers allemands détenus en France subissent la plus longue captivité comme étant un gage dans la négociation de la paix, sans parler des peines vécues par des captifs d'autres nationalités. Quant aux prisonniers sur le front oriental, leur acheminement vers leur patrie est longuement retardé en raison des conflits qui se poursuivent dans les régions concernées, notamment en Russie. La présente étude traite des activités de deux protagonistes principaux, le Comité international de la Croix-Rouge (CICR) et les Alliés, qui sont intervenus activement dans la question du rapatriement des prisonniers de guerre. Le premier s'y intéresse en étant inspiré par son action traditionnelle en faveur des victimes de la guerre, les seconds par leur préoccupation pour l'ordre international d'après-guerre. L'objectif de l'analyse est de mettre en lumière le dynamisme de l'action humanitaire qui se développe sous la forme de coopérations internationales et transnationales, en croisant les efforts d'organisations caritatives comme le CICR et ceux des autorités étatiques. Cette étude montre que la question des prisonniers de guerre est résolue grâce à la mise en place de multiples actions diplomatiques, opérationnelles et juridiques au niveau mondial.
