Book excerpt: La Communauté européenne et le Mexique ont adopté un accord le 8 décembre 1997 qui a soulevé de nombreuses attentes. D'une part, les parties ont voulu adopter un accord ambitieux, composé d'un volet politique, de coopération et économique. Par ailleurs, dans le volet économique, le Mexique connaissait un précédent de taille de nature à faciliter une libéralisation large des échanges avec l'Union européenne. D'autre part, le Traité met en présence deux parties dont les modèles d'accords régionaux divergent. Il était intéressant, dès lors, d'analyser la façon dont les parties ont su résoudre leurs divergences de conception pour conclure 1'Accord. Il ressort de l'étude que le Traité est un accord syncrétique. Selon les questions abordées, on peut rattacher les dispositions à un modèle ou à un autre. Une telle situation est porteuse de dysfonctionnements dans la mesure où ces logiques hétérogènes pourraient à l'avenir ne pas se développer d'une manière cohérente. En outre, l'Accord bien qu'insérant un volet politique et de coopération ne consacre pas à ces deux composantes des dispositions ambitieuses. De plus, sur le volet économique, le Traité n'a pas réalisé les attentes qu'il suscitait.

La France, anticipant la force et le potentiel du marché nord-américain, avait déjà proposé au Mexique la même année la signature d'un accord-cadre de coopération économique, politique et culturelle qui a ouvert la voie à une nouvelle relation entre l'Europe et l'Amérique latine. Le fruit dernier de cette initiative française, est sans aucun doute l'Accord de partenariat économique de coordination politique et de coopération que l'Union européenne et le Mexique ont signé en 1997, mettant en lumière l'intérêt de l'Europe à contrebalancer l'écrasante influence des États-Unis dans l'espace latino-américain.

The most common strategy for addressing this kind of transgression relies on policing and prisons. But through examining commonly accepted typologies of high-risk intimate partner violence, Ardath Whynacht shows that policing can be understood as part of the same root problem as the violence it seeks to mend and provides an abolitionist frame for the most dangerous forms of intimate partner violence. This book illustrates that the origins of both the carceral state and toxic masculinity are situated in settler colonialism and racial capitalism and sees police homicide and domestic homicide as akin.
