Pour donner effet aux prérogatives que leur offre ce nouveau régime des océans, la plupart des états de la région considérés ont modifié leurs législations nationales. Certains l'ont fait avant l'ouverture de la troisième conférence des nations unies sur le droit de la mer, d'autres pendant le déroulement de la dite conférence. En tout état de cause, la quasi totalité des législations, en ce qui concerne la pêche, posent le principe selon lequel, les eaux placées sous juridiction nationale sont exclusivement réservées aux pécheurs nationaux. Cependant dans la pratique, ce principe se révèle utopique. Les états riverains de l'atlantique centre-est manquent, pour la plupart, d'expérience et de moyens techniques et humains pour exploiter les vastes zones de pêche qui résultent de l'application du nouveau droit de la mer. Aussi se trouvent-ils dans la nécessité de promouvoir des formes variées et multiformes de coopérations internationale. Il est encore mal aisé d'en dégager les lignes directrices, en tout cas trop tôt pour indiquer l'existence d'une pratique originale à la région. Toutefois, deux techniques de coopération semblent rencontrer plus de faveur : les accords portant autorisation de pêche et les accords portant création d'entreprises conjointes.

This book deals with the heritage of water management and the use that was made of water, as well as the impact of water management on heritage.
