Book excerpt: Long before the advent of what became known as The Project, Iroijlaplap Imata Jabro Kabua and I discussed this matter and got our minds together to work the details to this writing. It is indeed a great honor and privilege to have worked alongside a man whom I have not only come to admire and respect but also consider as my Iroijlaplap (paramount king) and a man of the people who deserves to be called a king unto his people. Throughout all my interactions and travels with Iroijlaplap Jabro, I have seen this man as one who affects the outcome of destiny through his interaction with many of his people or with just about anyone. He could be reserved if he chooses to be, and he could be so direct in his conversation that at certain times, one could see the blush on his or her face. In his dealing with people, he could be your best friend and your worst enemy. Iroijlaplap Jabro likes telling it this way, I dont write things down, but I keep everything up here, pointing his fingers at his head. Intelligent and witty in his own ways and sharp as a razor blade, in dealing with him you know you are in the presence of a man who has had his walks around the block and walks the walk and talks the talk. Most of all, he is fair in his dealings with people. He is the kindly king, who goes out of his way to those who are in need of his services. He has been known to say, I am only good as a servant to my people.

Book excerpt: Coral and Concrete, Greg Dvorak’s cross-cultural history of Kwajalein Atoll, Marshall Islands, explores intersections of environment, identity, empire, and memory in the largest inhabited coral atoll on earth. Approaching the multiple “atollscapes” of Kwajalein’s past and present as Marshallese ancestral land, Japanese colonial outpost, Pacific War battlefield, American weapons-testing base, and an enduring home for many, Dvorak delves into personal narratives and collective mythologies from contradictory vantage points. He navigates the tensions between “little stories” of ordinary human actors and “big stories” of global politics—drawing upon the “little” metaphor of the coral organisms that colonize and build atolls, and the “big” metaphor of the all-encompassing concrete that buries and co-opts the past. Building upon the growing body of literature about militarism and decolonization in Oceania, this book advocates a layered, nuanced approach that emphasizes the multiplicity and contradictions of Pacific Islands histories as an antidote to American hegemony and globalization within and beyond the region. It also brings Japanese, Korean, Okinawan, and American perspectives into conversation with Micronesians’ recollections of colonialism and war. This transnational history—built upon a combination of reflective personal narrative, ethnography, cultural studies, and postcolonial studies—thus resituates Kwajalein Atoll as a pivotal site where Islanders have not only thrived for thousands of years, but also mediated between East and West, shaping crucial world events. Based on multi-sited ethnographic and archival research, as well as Dvorak’s own experiences growing up between Kwajalein, the United States, and Japan, Coral and Concrete integrates narrative and imagery with semiotic analysis of photographs, maps, films, and music, traversing colonial tropical fantasies, tales of victory and defeat, missile testing, fisheries, war-bereavement rituals, and landowner resistance movements, from the twentieth century through the present day. Representing history as a perennial struggle between coral and concrete, the book offers an Oceanian paradigm for decolonization, resistance, solidarity, and optimism that should appeal to all readers far beyond the Marshall Islands.

The southernmost and largest island in the atoll is named Kwajalein Island, nicknamed Kwaj () by English-speaking residents of the U.S. facilities. The atoll lies in the Ralik Chain, 2,100 nautical miles (3900 km) southwest of Honolulu, Hawaii, at . Kwajalein is one of the world's largest coral atolls as measured by area of enclosed water. Comprising 97 islands and islets, it has a land area of 16.4 km (6.33 mi ), and surrounds one of the largest lagoons in the world, with an area of 2174 km (839 mi ). After World War II they came into the American sphere as part of the Trust Territory of the Pacific Islands. At the outset of the Cold War, the Marshalls were a site for nuclear tests and later for the U.S. Army's ballistic missile testing as part of President Reagan's Strategic Defense Initiative. This book focuses on the islanders' tenacious negotiations for independence and control of their land, accomplished as the Republic of the Marshall Islands in a Compact of Free Association with the U.S. The creation of American policy in the Pacific was a struggle between the U.S. departments of the Interior and State, and the military's goals for strategic national defense, as illustrated by the case of the Army's base at Kwajalein Atoll.
