Book excerpt: Results from international achievement test scores, such as PISA, ROSE, TIMSS, indicate national deficits in literacy and numeracy among OECD countries. In addition research findings indicate the inadequacy of inherited transmission models of teaching in generating critical thinking among pupils in lower secondary education. This book presents case studies from six European countries – Austria, Denmark, Czech Republic, Germany, Ireland and Spain – based on capacity building with teachers to develop educational innovation and change in the science and mathematics classroom and school. The teacher educators developed a theoretical framing that was responsive to both culture and context. Educational innovation and change was positioned as a pedagogical and political text, a deliberative discursive inquiry that crossed borders between teachers, teacher educators and others, including policymakers. Findings show that while it is clearly necessary for teachers to form collaborative networks this is not sufficient to generate the level of creative and critical inquiry required for educational innovation and change in the classroom. New roles are required for all education actors to bring teachers, at all stages of their professional lifespan, beyond their classrooms and schools, into sustainable public spaces, incubation spaces, in a deliberative discourse with teacher educators and others, including policymakers. The study has implications for the way the education policy process is currently enacted and the roles played by various actors, including teachers, teacher educators, school administrators and policymakers alike.

The book thus presents two types of papers, the first being descriptive and analytical academic papers on whole systems of juvenile justice or certain parts thereof (e.g., aftercare, restorative justice, etc.). These topics are presented as essential for the development of new juvenile justice systems. The second group of papers deal with efforts to promote reform through international activity (PRI, DCI, DIHR), and through efforts to utilise modern theory in national reforms in developing countries (Malawi, Nepal, and Serbia) or in countries experiencing current or recent political and systemic changes or developments (South Africa, Germany, and Poland). The volume is also intended to throw light on recent trends in juvenile crime in various countries, the relationship between actual developments and popular and political perceptions and reactions to such developments, including the efforts to locate effective alternatives to the incarceration of young offenders. At the same time as the search for such alternatives is being intensified through international exchange and experimentation, the amelioration of harsh measures against juvenile law violators is often countered by political and public outcries for security and demonstrative public intervention against misbehavior. A streak of new moralism is clearly discernable as a counteracting force against more humane reform efforts. The volume throws light on developments in the actual parameters of juvenile offending, public and political demands for security and public intervention, and measures to provide interventions which are at the same time compatible with international human rights instruments.

Given the diversity between and within countries, are there common principles?We investigated the values and principles that underpin the evaluation of early childhood education and care in five Nordic countries (Denmark, Finland, Iceland, Norway, Sweden). We found that a ‘Nordic’ approach to evaluation still exists, although it is changing, not least under the influence of wider international developments. An important aspect of the ‘Nordic’ approach is the central role given to the local and municipal context.

Over 100 000 tonnes of used textiles are already collected each year in Nordic countries. This is for the most part carried out by charities to fund their charitable activities. Around three quarters of these textiles are sold on global markets. Does the export of used textiles support the circular economy through reuse and recycling, or are we simply exporting waste to countries that don’t have the facilities to deal with it? And does the export have a negative effect on textile industries in receiving countries? This report answers these questions by tracking flows of exports to their final destinations, and by estimating the socio-economic and environmental impacts arising from their subsequent treatment.
