The first part of the volume examines Shia-Sunni relations in Pakistan, while the second concerns violent Islamism in the country, covering both the Talibanisation of the Pashtun belt and the jihadi dimension of South Asian Salafism. Throughout these texts, Abou Zahab explores the many reasons why Pakistan has been the crucible of political Islam. She offers a historical view of this development, factoring in the impact of colonialism and conflict, including the Soviet-Afghan War and the post-9/11 Western military operations in Afghanistan. While making clear the major importance of these external influences, from Saudi Arabia and Iran to the US, she also places Pakistan's political Islam in the context of local cultures, mobilising her anthropological erudition without ever indulging in culturalism. Finally, she emphasises the sociological determinants of sectarianism, Talibanism and jihadism, as well as the political economy of these ideologies. In recent decades Sunni extremists have increasingly targeted them with hate propaganda and terrorism, yet paradoxically Shias have always been fully integrated into all sections of political, professional and social life without suffering any discrimination. In mainstream politics, the Shia- Sunni divide has never been an issue in Pakistan. Shia politicians in Pakistan have usually downplayed their religious beliefs, but there have always been individuals and groups who emphasised their Shia identity, and who zealously campaigned for equal rights for the Shias wherever and whenever they perceived these to be threatened. Shia 'ulama' have been at the forefront of communal activism in Pakistan since 1949, but Shia laymen also participated in such organisations, as they had in pre-partition India. Based mainly on Urdu sources, Rieck's book examines, first, the history of Pakistan's Shias, including their communal organisations, the growth of the Shia 'ulama' class, of religious schools and rivalry between "orthodox" "ulama" and popular preachers; second, the outcome of lobbying of successive Pakistan governments by Shia organisations; and third, the Shia-Sunni conflict, which is increasingly virulent due to the state's failure to combat Sunni extremism.

Discussing the history and background of the former-FATA region, the role of Pashtun conflict resolution mechanism of Jirga, and the persistence of colonial-era Frontier Crimes Regulations (FCR) in the region, the author argues that the persistence of colonial legacies in the Pashtun ‘tribal’ areas, especially the FCR, coupled with the overarching influence of the military on security policy has negatively impacted the security situation in the region. By focusing on the Jirga and Jirga-based Lashkars (or Pashtun militias), the book demonstrates how Pashtuns have engaged in their own initiatives to handle the rise of militancy in their region. Moreover, the book contends that, even after the introduction of constitutional reforms and FATA’s merger with the Khyber Pakhtunkhwa province, little has changed in the region, especially regarding the treatment of ‘tribal’ Pashtuns as equal citizens of Pakistan. There remain three and a half million refugees in Pakistan and Iran, the vast majority of whom arrived before the current armed conflict. Although one hundred forty thousand Afghans went home from Pakistan and Iran in the past six weeks, fifty thousand new refugees fled Afghanistan to Pakistan during the same time period. Refugees interviewed by Human Rights Watch in Pakistan described the human toll caused by that government's treatment of the refugee population: With borders closed, most refugees had to resort to dangerous and unofficial routes into Pakistan. Refugees were beaten at unofficial checkpoints when they could not afford to pay extortionate bribes. At official crossing points, families were beaten back, or languished in squalor without food, water or latrines-hoping to be let in. The military establishment has locked the country in an enduring rivalry with India, with the primary aim of wresting Kashmir from it. To that end, Pakistan initiated three wars over Kashmir-in 1947, 1965, and 1999-and failed to win any of them. Today, the army continues to prosecute this dangerous policy by employing non-state actors under the security of its ever-expanding nuclear umbrella. It has sustained a proxy war in Kashmir since 1989 using Islamist militants, as well as supporting non-Islamist insurgencies throughout India and a country-wide Islamist terror campaign that have brought the two countries to the brink of war on several occasions. In addition to these territorial revisionist goals, the Pakistani army has committed itself to resisting India's slow but inevitable rise on the global stage. Despite Pakistan's efforts to coerce India, it has achieved only modest successes at best. Even though India vivisected Pakistan in 1971, Pakistan continues to see itself as India's equal and demands the world do the same. The dangerous methods that the army uses to enforce this self-perception have brought international opprobrium upon Pakistan and its army. And in recent years, their erstwhile proxies have turned their guns on the Pakistani state itself. Why does the army persist in pursuing these revisionist policies that have come to imperil the very viability of the state itself, from which the army feeds? In Fighting to the End, C. Christine Fair argues that the answer lies, at least partially, in the strategic culture of the army. Through an unprecedented analysis of decades' worth of the army's own defense publications, she concludes that from the army's distorted view of history, it is victorious as long as it can resist India's purported drive for regional hegemony as well as the territorial status quo. Simply put, acquiescence means defeat. Fighting to the End convincingly shows that because the army is unlikely to abandon these preferences, Pakistan will remain a destabilizing force in world politics for the foreseeable future.
