Kurds are now, not only noticed as the victims of their hard history of oppression and misery by their occupiers, but are also noticed, as actors on their own, since the establishment of the Kurdistan Regional Government. The Question whether the KRG has a Foreign Policy or not has come up when the US diplomat Ricciardone neglected that there was a US Foreign Policy towards the Kurds. But after 2003 there has been a strong development in the KRG and its relations to other states. In order to answer the question about Foreign Policy, first it should be looked at how the term is generally understood: "Foreign policy [...]can be characterized as the sum of official external relations conducted by an independent actor (usually a state) in international relations" (Krieger 2001 ). When transferring this definition to the KRG, first one has to be aware, that the KRG is not legally a state on its own, but is a autonomous, federated state within the Iraqi state. The first Chapter of this work will therefore look at the structural conditions of the Kurdistan Region. Afterwards in order to understand how the KRG was established, it will be looked at the historical development of the KRG from 1992 onwards, and especially after the Iraq War in 2003. In the following chapters it will be concentrated on whether the KRG can, besides the structural and historical facts, de facto be understood as an independent actor and how it is recognised as such. Therefore it will be looked in dependence of Hinnebusch, at the role of Identity in the Politics of the Middle East and to what extend this shapes the development in the KRG. Book excerpt: The withdrawal of U.S. combat forces from Iraq at the end of 2011 left behind a set of unresolved problems in the relationship between the Kurdistan Regional Government (KRG), and the Federal Government in Baghdad-notably relating to the disputed boundaries of the KRG, and the extent of its autonomy. Tensions have since been compounded by the discovery of significant quantities of oil and gas in the KRG area, and Erbil's pursuit of an energy policy independent of and in opposition to Baghdad. Turkey, uneasy with the increasingly sectarian and authoritarian flavor of the Shia-dominated government in Baghdad, has since moved closer to the KRG, not least with respect to energy issues. This has deepened Turkish-Iraqi tensions still further. Added to the mix is the increasingly sectarian stand-off in the region as a whole, in large measure as a consequence of Syrian developments, which has further pitted Ankara against Baghdad and its ally, Iran; and the emergence of a bid for autonomy by Syria's Kurds, which has complicated the stance of both Ankara and Erbil towards Syria and towards each other. Washington is in danger of being left behind by the fast-paced events in the region, while the ethnic Kurds of the region may be approaching a decisive moment in their long struggle for self-determination.

It is also a haven of tolerance and stability in a critically unstable region where those values are needed more than ever. It has huge strategic value to the UK as a bridge to other regional powers, is a key bulwark against ISIL, and has significant oil and gas potential. But it is also vulnerable and needs the support of its friends. It should respond positively to the invitation from the Kurdistan Regional Government (KRG) to be its "partner of choice" on trade, education and cultural exchange as well as on defence and intelligence matters. The Kurdistan Region has work to do on developing its democratic culture and its respect for human rights, and UK support should go hand in hand with proof of progress in these areas. The Committee commends the Region's defence force, the Peshmerga, for its defence of Kurdish territory against ISIL and its protection of vulnerable minorities. It supports the UK Government's decision to offer the Peshmerga equipment and training. Advice is also needed from the Kurdistan Region's experts on issues like counter-terrorism and on the situation on the ground in Iraq and Syria. More diplomats need to be working out of a proper office in Erbil instead of hotel rooms. And this is not easily achieved as the FCO has suffered from cuts to its meagre budget at a time when more expertise and high-level co-operation is desperately needed.

In addition, it introduces the innovative “clientelistic model of policy implementation”, a political and preferential tool which utilises a public/nationalistic dichotomy in social welfare provision. The book argues that politicians in the Kurdistan region deal with social policy programmes according to their political preferences, attaching importance to policies on the basis of the way they feel about those social programmes and interest groups concerned. As such, as it stands, policy implementation is subject to interference by politicians and high government officials under the pretext of supporting and monitoring the way such policy is implemented. Through an investigation of the most prominent actors in the implementation of social security programmes, this book demonstrates how beneficiaries of these programmes can themselves become focal points in the implementation process. Indeed, within the Kurdistan Regional Government’s social policy context today, the benefits of social security schemes are being distributed based on the socio-political status of recipients, not on their socio-economic conditions and needs.
