Book excerpt: The major Islamist groups in the Kurdistan region of Iraq have long been part of the political landscape both at the subnational Kurdistan level and at the Iraqi national level. They gradually emerged in the late 1980s and became more visible and pronounced as a result of the atrocities inflicted on the Kurdish people under Saddam Hussein’s brutal regime. Subsequently the Kurdish Islamist groups became a fixture on the formal Kurdish political stage in 1991 after the popular Kurdish uprising in the spring of that year. The Islamists have so far not become a major determining factor in Kurdish politics, yet they are nonetheless significant and effective. In the mid-1990s they became for a short while a vehicle for protest votes against the two major Kurdish political parties, the Kurdistan Democratic Party (KDP) and the PUK (Patriotic Union of Kurdistan).

Islamism in Kurdistan has become significantly framed by the politics of nationalism. Although the concept of religious nationalism has been discussed substantially before, this work highlights a new brand of religious nationalism that has emerged as a result of intertwining nationalism and Islamism. The focus of this study is on the development of religious nationalism in the continuously tumultuous region of the Middle East. The volume investigates whether Islamism in Kurdistan is limited by the politics of nationalism - which is an accentuated example for the whole Middle East region. By looking at the Kurdistan Islamic Union (KIU), the research studies Islamism in the Kurdistan Region to elaborate on this new type of politics. This is essentially due to the absence of a politically recognised nation state, which renders Kurds to be particularly susceptible to various manifestations of nationalism. The frequent name changes are hardly cosmetic; they represent the multiple transformations the group has undergone and symbolize its flexibility and adaptability, which is also how the ISIL has not only survived for over a decade but even flourished as one of the most influential groups in the region. Today, the group attracts fighters who wish to join its ranks not just from across Iraq and the region but from all over the world. Two of those 'firsts' happened within months of each other. The first occurred in October 2016 when the group used a bomb-laden drone to kill, after the explosive hidden within the drone killed two Kurdish peshmerga soldiers who were investigating the device. Another 'first' happened in January 2017 when the Islamic State released a propaganda video that showed nearly a dozen examples of the group releasing munitions on its enemies from the air with a fair degree of accuracy via quadcopter drones it had modified. And it wasn't long before the group's bomb-drop capable drones would go on to kill, too. After reaching a high point in the spring of 2017, the scale of the Islamic State drone threat-like many other dimensions of the group and its power-has already been significantly degraded. A surprisingly little amount of analytical attention, however, has been given to how the Islamic State was able to pull off its drone feats and bring its program to scale in a relatively short amount of time. This report seeks to address this gap by evaluating the main factors that helped the Islamic State to effectively use modified commercial drones as weapons.
