THE GROWTH OF TOWNS IN CAMEROON EXHIBITS SPECIAL AND PECULIAR CHARACTERISTICS There are, in the first place, tendencies at work which are reminiscent of the historen of Foumban. an East-Cameroonian town which devel oped independentlen of western influences. Situated at a great distance from the sea, this town resembles in many ways a typical European mediaeval city bustling with the activities of guilds and craftsmen living in their different quarters according to their own codes of conduct. Other tendencies at work are those of the traditional structures and authority patterns of the rural family. These have been brought to the towns by the many immigrants from the countryside who in their bewilderment and relative impotence fall back on the old tribal rela tionships and traditions which guarantees them parasitic support. There are, above all, new tendencies, unknown in the West, which are caused by the formation of groups at different levels, whose size, composition and sudden formation are quite unique: The youth who proportionately dominate the population pyramid and thus make inordinate demands on state-and family-budgetts. The minor officials and the new money elite, who form a new and frequently corrupt top layer. The young adults who are unemployed or unable to find work of the kind they like. The girls and women who make a living by prostitution in such different ways that the very concept of prostitution becomes vague.

The nation of Cameroon and University of Dayton are uniquely ideal for the study as Cameroon is considered “Africa in miniature” and serves as a window to understanding many of Africa’s political, economic, cultural, and social complexities. Located in the American Midwest, the University of Dayton, while unique, shares many similarities with other American universities. The study expands the boundaries of scholarship on study abroad. By comparing the impact of the African experience on students to that of Returned Peace Corps Volunteers who served in that continent, the study opens up avenues for comparative analyses. Africa is vital to the global community and, with its complex political, economic, cultural, and social systems, offers important lessons to understanding students’ ability to adapt to change in a rapidly changing global environment.

Book excerpt: This book deals with a variety of socio-cultural, economic and political problems facing Cameroon and the rest of Africa, with particular reference to unemployment, corruption, poverty, criminality, violence, insecurity, and moral decadence. It presents a critical analysis of government policies from the colonial era to the present time; arguing that most of these policies have been stalled by an uncommitted leadership. The regime in Cameroon has drifted away from basic managerial and democratic principles in in favour of the ethnicisation of politics, sterile consumption, clientelism and patronage. The book contends that corruption has become the main instrument of governance whereby the political and economic elites control the wealth of the nation at the expense of a majority who wallow in abject poverty and misery. Faced with the difficult economic and political situation, most youth and the intelligentsia have adopted 'official and 'unofficial' means to circumvent all immigration rules to travel to affluent Western countries, the consequences notwithstanding. Brain drain is often the outcome. Further, it examines issues of social exclusion, political representation and marginalization with special focus on the predicament of Anglophone Cameroonians as a socio-cultural community. The inclusion of examples and case studies based on empirical and secondary data from Africa is intended to foreground the importance of comparison, and attract the interest of both academic and non-academic readership.
