Book excerpt: Multilingualism is a crucial if often unrecognized marker of new European identities. In this collection of essays, we observe how a plurilinguist and pluricultural political entity practices and theorizes multilingualism. We ask which types of multilingualism are defined, encouraged or discouraged at the level of official policies, but also at the level of communities. We look at speakers of hegemonic or minority languages, at travellers and long-term migrants or their children, and analyse how their conversations are represented in official documents, visual art, cinema, literature and popular culture. The volume is divided into two parts that focus respectively on “Multilingual Europe” and “Multilingual Europeans.” The first series of chapters explore the extent to which multilingualism is treated as both a challenge and an asset by the European Union, examine which factors contribute to the proliferation of languages: globalisation, the enlargement of the European Union and EU language policies. The second part of the volume concentrates on the ways in which cultural productions represent the linguistic practices of Europeans in a way that emphasizes the impossibility to separate language from culture, nationality, but also class, ethnicity or gender. The chapters suggest that each form of plurilingualism needs to be carefully analysed rather than celebrated or condemned.

Since the 1960s, when the dominant sense of 'diglossia' was the complementary sociofunctional distribution of two varieties of the same language, the term has been applied -- often controversially -- to a growing number of diverse sociolinguistic situations. As a consequence of this extension of the scope of the concept, in combination with an increasing interest in the relationship between the role of language and the social structure, the number of publications in this field has risen exponentially over the last decades. However, despite the growing importance of the notion, up till now there was no adequate bibliography devoted to diglossia, while coverage in other bibliographies does not do justice to the number of works actually published in this area. This first comprehensive bibliography of the subject includes almost 3,000 entries; although the time span covered is 1960-1990, the book includes several dozens of entries from before 1960 and also a substantial number of very recent publications from the period 1990-1992. The selection of items has not been restricted to a specific definition of diglossia: all available publications in which the term (or one of its offsprings) appears have been included; moreover, when considered appropriate, some material relevant to the subject has been added even though the term is not explicitly used. The usefulness of the bibliography has been enhanced significantly by six indexes: (1) index of languages, (2) diglossia in literature, (3) historically oriented works, (4) pedagogically oriented works, (5) theoretical works, and (6) theses and dissertations.

Die politische Geographie Europas hat sich von Grund auf verändert. Auch die Grenzen der Europäischen Union werden sich in Kürze nach Osten hin verschieben und weitere zehn Staaten werden den Mitgliederkreis von 15 auf 25 erhöhen. Mit jedem Beitritt nimmt die kulturelle Vielfalt zu und es erhöht sich die kulturelle Distanz zwischen den verschiedenen Nationalitäten, so dass Gegensätze zum Vorschein kommen. Wo Gegensätze und teils auch Konflikte zwischen Nationalitäten ausbrechen, teilen sich die verschiedenen Nationalitäten innerhalb von Staatsgrenzen in Minderheiten und Mehrheiten. Während der Nationalitätenfrage in der Nachkriegszeit keine große politische Brisanz zugeschrieben wurde, änderte sich diese Einstellung langsam durch die Auflösung des Ostblocks und erst recht durch die Diskussion der Aufnahme der ehemaligen Ostblockstaaten in die Europäische Union. Europa ist also gekennzeichnet von dem geschichtlich bedingten Umstand, dass es, wenn überhaupt, nur sehr wenige Staaten gibt, die in ethnischer, linguistischer oder religiöser Sicht wirklich als homogen zu bezeichnen sind (Hofmann 1999: 842). Diese Heterogenität wurde während des Ost-West-Konflikt in den Hintergrund gestellt, da es primär galt interne Kräfte zu vereinigen, um gegen die externe Gefahr anzukommen. Wenn Georg Brunner (1993: 7) schreibt, dass „die Nationalitäten- und Minderheitenproblematik den Osten und Südosten Europas bis zum Zweiten Weltkrieg beherrschte und durch die totalitäre Herrschaft des Kommunismus unterdrückt, aber in keinem Fall gelöst wurde“, so gilt das nicht nur für diese Region. In dieser Arbeit stehen weniger die Nationalitätenkonflikte in Europa selbst im Vordergrund, als die aus den Konflikten resultierenden Auseinandersetzungen um die Anerkennung von Minderheiten, bzw. die Durchsetzung ihrer Rechte. Die Arbeit wird die Entwicklung des Minderheitenschutzes in Europa erörtern und zukünftige Wege diskutieren. Im ersten Teil dieser Arbeit sollen zunächst die Grundzüge der Nationalitätenproblematik besprochen werden. Viele Begriffe sind ideengeschichtliche Konstrukte. Zu Beginn ist deshalb die begriffliche Präzisierung wichtig, damit die den verwendeten Begriffen zugeschriebenen Vorstellungsinhalte deutlich werden.
