With the cessation, for the most part, of atmospheric testing of nuclear weapons, 85Kr in the atmosphere results primarily from the reprocessing of nuclear fuel, very little 85Kr being released from the actual operation of the nuclear power plants themselves. This report estimates the future global concentrations of 85Kr in the atmosphere resulting from projected future levels of nuclear power use, the absorbed doses to man resulting from these concentrations, and possible techniques which may prove practicable for the future control of 85Kr atmospheric levels." Book excerpt: In recent decades it has become increasingly urgent to protect human health and wellbeing from the possible negative consequences of man's economic activities, both at the actual production sites and in areas where the im pact is felt. These negative effects have gradually become more and more widespread, presenting a major hazard to the natural environment, taking on an international character, and assuming global proportions. For the countries of Europe and North America, transport of pollutants and acid rain across boundaries is a serious problem. After the Chernobyl reactor accident, regular measurements of radioactive isotopes became im perative. It is obvious that drastic measures, including steps taken on an interna tionallevel, are required to limit the negative anthropogenic impact on the environment. Under the conditions of this growing man-caused impact on nature, the existing ecological reserves of the biosphere should be husbanded especially carefully. We must determine the regimes of rational utilization of these reserves and of judicious management of the natural environment, thereby maintaining a high quality of the biosphere and preserving nature's regener ative capacity. Reliable methods should be developed to keep the environ ment from being overloaded and to safeguard the elements of the biosphere from injury. Given such a situation, it is of particular importance to have objective information about the critical factors of the human impact and the actual state of the biosphere, as well as to obtain forecasts of its future state.

Traditionally, the Proceedings of these Conferences have served as reference books updating the textbooks and monographs on Atmospheric Electricity. As treated by these Conferences, Atmos pheric Electricity covers all aspects of this science, including the processes and problems which reach out into the Earth's environment as well as analogous processes on other planets and on the Moon. A history of these Conferences, an account of their purpose, and an outline of the scope and the preparation is to be found at the end of these Proceedings. There, also the Business Meetings of the involved organizations are mentioned. The Proceedings closely follow the original program and are accordingly organized into "Sessions". The papers printed in each "Session" in this book are the ones which were accepted for the sessions of the Conference with the same numbers and titles. Only the two "Special Sessions" have been given different numbers in the Proceedings, i.e. 2a and 10. In principle, all papers which were accepted by the Executive Panel either for full oral presentation or for printing in the Proceedings only, have in fact been included in these Proceedings, whether they were presented or not. In the latter case, a special note is made to explain the absence of a discussion.

Book excerpt: The background This volume contains the proceedings of the first International symposium on "Non-C0 Greenhouse Gases: Why and How to 2 Control?" held in Maastricht, The Netherlands from 13-15 Decem ber 1993. Of the known greenhouse gases, political attention to date has been primarily focused on carbon dioxide (C0 ) and the 2 CFCs - the latter because of their interaction with stratospheric ozone. The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.
