It was established at the end of 1943 by two agents who worked for MI-9, the London-based military intelligence agency responsible for providing assistance to Allied servicemen stranded behind enemy lines. Working with the French Resistance, these agents arranged for groups of Allied airmen to be taken from "safe houses" in Paris to Brittany, where a Royal Navy motor gunboat picked them up from a secluded beach and delivered them back to England. Eight audacious evacuation operations were conducted between January and August, 1944, without the Shelburne Line ever being infiltrated by the Gestapo.??Aspects of the Shelburne story have been told previously in memoirs by several of the participants, including the late MP Airey Neave, who was an MI-9 operative. In addition to these camps for men and noncommissioned officers there were camps for commissioned officers. In addition to this there were three camps for civilians interned and one camp for reserve officers. Inasmuch as the problem must be considered as essentially a military problem and inasmuch as the dictum of the German officers, That good soldiers make good prisoners, we will consider these phases of the problem. As a military problem one would naturally expect like other military matters it would be organized and treated with the greatest efficiency. That it was not handled with complete efficiency, that certain glaring defects developed from time to time was due largely to the fact that it was an entirely new problem, and in its magnitude, was unexpected. Evidently no forethought or provision had been made for it; like other military operations it could not have been a part of military manoeuvres or military practice. To house and provide food and guard one and a half millions of men, at a time when all the forces of the nation were centred on the destruction of the opposing army will I think be admitted to be a rather large problem. Just as soon, however, as the problem of housing and care in concentrated camps was worked out in a fairly satisfactory manner, the labor and food problem in Germany led to the employment of at least 80 per cent of the prisoners of war in mercantile and agricultura...
