Book excerpt: Apart from historians, almost nobody in the world heard of Kosovo, a province of Serbia, a small landlocked territory in the heart of the Balkans, until March 24 1999, when NATO started a bombing campaign against then Federal Republic of Yugoslavia. Since June 1999 Kosovo is under the international administration, a kind of the UN protectorate. On 17 February 2008 Kosovo's majority Albanians unilaterally proclaimed independence from Serbia under the supervision of the EU and the NATO. It is illegal and violates the Helsinki Final Act and UN Charter. Less then 40 out of 192 UN member states have recognised Kosovo as independent. Despite the declaration of independence the international administration is to stay in Kosovo. So, Kosovo continues in a state of limbo. Is Kosovo really independent? Kosovo has become a symbol of deep crisis in international relations much more so than Iraq and Afghanistan. Therefore, Kosovo's case is not closed and the story goes on. However, the fate of Kosovo,for the time being, does not depend of its citizensbut of the international community and, most of all, of its economy. Theeconomy almost does not exist and the present Kosovo is incapable of standing on its feet. This book is trying to shed a light on those two crucil elements - the international community policy and Kosovo's economy.

During each phase, international policy towards Kosovo has challenged prevailing international norms and pushed the boundaries of conventional wisdom. In each of the three phases 'Kosovo' has been cited as constituting a precedent, and this book explores the impact and the often troubling consequences and implications of these precedents. This book explicitly engages with this debate, which transcends Kosovo itself, and provides a critical analysis of the catalysts and consequences of contemporary international engagement with this seminal case study. Each chapter focuses on a particular aspect of the international engagement with Kosovo and situates events there in an international context, highlighting the extent to which international policy towards Kosovo has challenged existing norms and practices. Kosovo has been cited in certain texts as a positive template to be emulated, but the contributors to this book also identify the often controversial and contentious nature of these new norms. This book will be of much interest to students of humanitarian intervention and statebuilding, war and conflict studies, security studies and IR in general. Understanding the future directions of R2P in a changing world becomes important to study the system and institutions of international law. The study of ethics and politics of R2P also becomes important for researchers and students from the Global South to evaluate third-world ideas and approaches to the responses of global institutions to crises. The purpose of this open syllabus is to help Indian law schools to engage in research, training and teaching about the Responsibility to Protect. The open syllabus seeks to develop an in-depth understanding of the R2P concept and encourages learners to critically examine the ethics, law, and politics of R2P. This project is developed as a framework that can be adopted by law schools as a credit course. The contents of this course can also be incorporated into the existing international law courses in law schools. All chapters are tailored so that the readers get a holistic knowledge of the discourse of R2P.
