Book The International Community Approach Kosovo Serbia Dialogue Kosovo History without End

Download or read book The International Community Approach Kosovo Serbia Dialogue Kosovo History without End written by Blerim Burjani and published by GRIN Verlag. This book was released on 2023-01-09 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: Academic Paper from the year 2022 in the subject Politics - Region: Southeastern Europe, grade: v, , course: Policy, language: English, abstract: The role of the international community in the Kosovo-Serbia dialogue, before the meeting in the USA between Kosovo and Serbia, was evaluated as a small hope but perhaps for the slow achievement of peace. The meeting in the USA had more of an economic character than a political one. Israel's recognition of Kosovo was the only point that had great importance for Kosovo, but of course this conference had greater economic importance. The attempt was to relax political relations through economic cooperation, this conference seemed to have characters or meaning of relaxation and economic development between Kosovo and Serbia. This conference is thought that it would open the possibility later, i.e. the other stages, to conclude the Kosovo-Serbian dialogue. According to Kosovar analysts, American engagement within the Kosovo-Serbia dialogue is vital for the country, due to the fact that, according to them, the Brussels dialogue has not produced many results for 10 years now. Therefore, in this context, the only hope remains the USA. The only hope remains the USA to end the frozen conflict and the obstacle of Kosovo to be part of the UN, NATO and EU integration. So the Kosovars want the USA as a strong and stable mediator because, the USA knows how to use diplomacy even with sanctions and the Americans do not allow the dialogue to drag on forever without a final solution.

This book was released on 2000-10-19 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

Book Shaping Peace in Kosovo

Download or read book Shaping Peace in Kosovo written by Gëzim Visoka and published by Springer. This book was released on 2017-04-05 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the prospects and limits of international intervention in building peace and creating a new state in an ethnically divided society and fragmented international order. The book offers a critical account of the international missions in Kosovo and traces the effectiveness of fluid forms of interventionism. It also explores the co-optation of peace by ethno-nationalist groups and explores how their contradictory perception of peace produced an ungovernable peace, which has been manifested with intractable ethnic antagonisms, state capture, and ignorance of the root causes, drivers, and consequences of the conflict. Under these conditions, prospects for emancipatory peace have not come from external actors, ethno-nationalist elite, and critical resistance movements, but from local and everyday acts of peace formation and agnostic forms for reconciliation. The book proposes an emancipatory agenda for peace in Kosovo embedded on post-ethnic politics and joint commitments to peace, a comprehensive agenda for reconciliation, people-centred security, and peace-enabling external assistance.

Book Understanding the War in Kosovo

Download or read book Understanding the War in Kosovo written by Florian Bieber and published by Routledge. This book was released on 2004-08-02 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: The war in Kosovo has been a defining moment in post-Cold War Europe. Kosovo has great importance beyond the Balkans as the most ambitious attempt of the international community to prevent internal conflicts and rebuild a society destroyed by war and ethnic cleansing. As the danger of ethnic conflict prevails in the region and elsewhere around the world, the experience of Kosovo offers important lessons. This is a comprehensive survey of developments in Kosovo leading up to, during and after the war in 1999, providing additionally the international and regional framework to the conflict. It examines the underlying causes of the war, the attempts by the international community to intervene, and the war itself in spring 1999. It critically examines the international administration in Kosovo since June 1999 and contextualizes it within the relations of Kosovo to its neighbours and as part of the larger European strategy in Southeastern Europe with the stability pact. It does not seek to promote one interpretation of the conflict and its aftermath, but brings together a range of intellectual arguments from some sixteen researchers from the Balkans, the rest of Europe and North America.

Book Kosovo and Serbia

Download or read book Kosovo and Serbia written by and published by . This book was released on 2012 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: A violent standoff in northern Kosovo risks halting Kosovo's and Serbia's fragile dialogue and threatens Kosovo's internal stability and Serbia's EU candidacy process. Pristina's push to control the whole territory of the young state, especially its borders with Serbia, and northern Kosovo Serbs' determination to resist could produce more casualties. Belgrade has lost control and trust of the northern Kosovo Serb community, which now looks to homegrown leaders. The international community, especially the EU and U.S., should encourage Belgrade to accept the government in Pristina as an equal, even if without formal recognition, but not expect it can force local compliance in northern Kosovo. All sides should seek ways to minimise the risk of further conflict, while focusing on implementing what has been agreed in the bilateral technical dialogue. They should build confidence and lay the groundwork for the political talks needed to guide a gradual transformation in northern Kosovo and eventually lead to normal relations between Kosovo and Serbia.

Book Peace Lost The Failure of Conflict Prevention in Kosovo

Download or read book Peace Lost The Failure of Conflict Prevention in Kosovo written by Marc Weller and published by BRILL. This book was released on 2008-12-31 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book traces the failure of international action in Kosovo from the late 1980s until NATO intervention in 1999, and endeavours to explain why, during that time, so many opportunities for making peace were squandered. Applying methodology developed by the EU Conflict Prevention Network, it divides the conflict into four main phases and examines how, at each, chances for settlement were either lost or overlooked. It considers policy alternatives available at the time, and hypothesises reasons why these were ultimately discarded. Drawing on a wide range of sources, including the author’s own experience of the negotiations process, this book presents a hitherto unexplored thesis of the Kosovo conflict, that of a ‘lag’ in international action in relation to the situation on the ground, and seeks to draw from these failures some central lessons for the future of conflict prevention.

Book Kosovo and International Society

Download or read book Kosovo and International Society written by A. Bellamy and published by Palgrave Macmillan. This book was released on 2002-08-26 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explains the international engagement with the Kosovo conflict from the dissolution of Yugoslavia to Operation Allied Force. It shows how Kosovo was deliberately excluded from the search for peace in Yugoslavia before going on to demonstrate how a shaky international consensus was forged to support air strikes in 1999. In doing so, it exposes many of the myths and conspiracy theories that have developed about the war and explains the dilemmas facing actors in this unfolding drama.

Book Kosovo Between War and Peace

Download or read book Kosovo Between War and Peace written by Tonny Brems Knudsen and published by Routledge. This book was released on 2006-08-21 with total page 209 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major contribution to the debate about the reconstruction of Kosovo, and to the general discussion surrounding the revived 'trusteeship institution' model in the context of the UN internationalism of the 1990s and the War on Terror following 9/11. Bringing together leading international scholars, this book presents the latest empirical research alongside detailed theoretical analysis. Examining the key questions local parties and the international community have encountered in Kosovo, including how to develop effective and inclusive local government, how to counter crime and the dysfunctional aspects of liberal economic reform, how to unite the partly opposed goals of reconstructing the province while avoiding renewed ethnic and international strife, and how to handle the specific challenge of Kosovo’s future status. The contributors also re-examine the background factors that continue to influence and hamper the attempt to administrate and reconstruct the province, first of all the nationalist ideologies and the record of ethnic violence. This book will be of great interest to all students of Balkan politics, peacekeeping, international relations and security studies in general.

Book Civic and Uncivic Values in Kosovo

Download or read book Civic and Uncivic Values in Kosovo written by Sabrina P. Ramet and published by Central European University Press. This book was released on 2015-02-01 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is driven by the conviction that the key to the establishment of stable liberal democracy anywhere in the world and, in this case, in Kosovo lies in the completion of three interrelated tasks: first, the creation of effective political institutions, based on the principle of the separation of powers (including the independence of the judiciary); second, the promotion of the rule of law; and, third, the promotion of civic values, including tolerance or ethnic/religious/sexual minorities, trust, and respect for the harm principle. In fact, there are problems across all three measures, including with judicial independence, with the rule of law, and with civic values. On the last of these, research findings show that the citizens of Kosovo rank extremely low on trust of other citizens, low on engagement in social organizations, and tolerance of gays, lesbians, and atheists, but high on trust in the political institutions of their country and in pride of their newly independent state.

Book Unravelling Liberal Interventionism

Download or read book Unravelling Liberal Interventionism written by Gëzim Visoka and published by Routledge. This book was released on 2019-04-10 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite calls for the decolonisation of knowledge, scholars who come from conflict-affected societies remained marginalised, excluded from the examination of the politics and impacts of liberal interventionism. This edited volume gives local scholars a platform from which they critically examine different aspects of liberal interventionism and statebuilding in Kosovo. Drawing on situational epistemologies and grounded approaches, the chapters in this book interrogate a wide range of themes, including: the politics of local resistance; the uneven relationship between international statebuilders and local subjects; faking of local ownership of security sector reform and the rule of law; heuristic and practical limits of interventionism, as well as the subjugated voices in statebuilding process, such as minorities and women. The book finds that the local is not antidote to the liberal, and that local perspectives are not monolithic. Yet, local critiques of statebuilding do not seek to generate replicable knowledge; rather they prefer generating situational and context-specific knowledge be that to resolve problems or uncover the unresolved problems. The book seeks to contribute to critical peace and conflict studies by (re)turning the local turn to local scholars who come from conflict-affected societies and who have themselves experienced the transition from war to peace. This book, voted one of the top 10 books of 2020 by International Affairs, is essential reading for students and scholars of peace- and state-building, conflict studies and international relations.

Book Justifying violence

Download or read book Justifying violence written by Naomi Head and published by Manchester University Press. This book was released on 2017-10-03 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: When is the use of force for humanitarian purposes legitimate? The book examines this question through one of the most controversial examples of humanitarian intervention in the post Cold War period: the 1999 NATO intervention in Kosovo. Justifying Violence applies a critical theoretical approach to an interrogation of the communicative practices which underpin claims to legitimacy for the use of force by actors in international politics. Drawing on the theory of communicative ethics, the book develops an innovative conceptual framework which contributes a critical communicative dimension to the question of legitimacy that extends beyond the moral and legal approaches so often applied to the intervention in Kosovo. The empirical application of communicative ethics offers a provocative and nuanced account which contests conventional interpretations of the legitimacy of NATO’s intervention.
