With the success of the Saemaul Undong during this period, the Republic of Korea cast off hunger and emerged as a prosperous nation. We, Koreans, surprised ourselves and surprised the world. Although advanced science is advancing day by day, the world is still overflowing with people suffering from hunger and disease. Even today, they are making every effort to get out of that poverty and disease. Many foreigners visit the Saemaeul site in Korea to confirm and benchmark the success story of the Saemaul Undong. It is hoped that this booklet and 「Saemaul 10 Years」, which will be published soon, will be an activity manual that will be helpful for such efforts. 이 소책자는 1970년대 새마을운동의 역사를 요약한 것이다. 1970년대 통사를 발간하기에 앞서 이 책자를 내 놓는다. 이 시기 새마을운동의 성공으로 대한민국은 굶주림을 벗어 던지고 잘사는 국가로 발돋음을 하였다. 우리 한국인들 스스로가 놀라고 세계를 놀라게 했던 것이다. 첨단 과학이 하루가 다르게 발전되고 있지만 이 지구상에는 아직도 굶주림에 허덕이고 병마에 시달리는 사람들로 넘쳐나고 있다. 이들은 오늘도 그 가난 그 병마에서 벗어 나기 위해 온갖 노력들을 하고 있다. 새마을운동의 성공 신화를 확인하고 벤치마킹하기 위해 많은 외국인들이 대한민국의 새마을현장을 다녀가고 있다. 이 소책자, 그리고 곧 증보 발간될 '새마을 10년' 이 부디 그런 노력에 도움이 되는 활동매뉴얼이 되기를 기대한다.

Book excerpt: In the 1970s, the Park Chung Hee government launched the Saemaul Undong (New Village) Movement to address the widening urban-rural income gap. This is often interpreted as a politically-motivated project due to the fact that promoting the SU movement requires a political system capable of sufficient gathering of resources. This paper takes on a different perspective in looking at the components of the SU movement. The goal of this paper is two-pronged: to identify elements of Community-Driven Development (CDD) in the SU movement, and to analyze the SU movement using Schumpeterian concepts in order to draw some implications from the SU model for the economic development in the developing world. While the movement was implemented prior to the conception of CDD as a framework, the elements of CDD of community participation, civic capacities and resource availability were already used. On the other hand, the Schumpeterian concepts of endogenous growth (administrative arrangements, communal empowerment and the community funding), creative destruction (developing civic capacities and ideological reform), innovation (spread of agricultural and non-agricultural technologies), entrepreneurship (Saemaul leaders and education) and minimal role of state (incentive-oriented strategy of the government) were identified in the components of the SU movement.

Book excerpt: This dissertation investigates the Korean New Village Movement (Saemaul Undong, New Rural Community Movement, or the KNVM) driven by the strong top-down leadership of President Park, Chung-hee in the 1970s. As a reaction to rapid Korean urbanization, the KNVM supported rural villages, transformed long-standing human settlements rapidly, and created social-ecological sudden changes of population and resource management. In this context, I investigate community resilience of rural villages supported by the KNVM in the 1970s to rapid urbanization through a framework of social-ecological resilience. This dissertation is structured in five parts with corresponding objectives: 1) to present a comprehensive research framework to interpret and assess the KNVM's community resilience to rapid urbanization; 2) to identify the KNVM's rationale, historical progress, and transformation of built environments, by comparing and contrasting the KNVM's national-scale plans with village-scale projects based on sample villages; 3) to interpret the KNVM's transformation in terms of human settlements, contextualizing it with Korean traditional houses and villages; 4) and 5) to assess the community resilience of rural villages supported by the KNVM to rapid urbanization in two dimensions of demography and ecology, addressing the cross-scale and cross-sectoral interaction of the KNVM to population change and resource management change. In conclusion, I discuss the following main findings: 1) The KNVM was an urban development in the rural sector rather than a rural development. The KNVM's rapid and large-scale transformation created functional change of rural villages in terms of human settlements, which was to value service and infrastructure of rural villages rather than shelter. As a result, the KNVM caused rural villages to fall into high urban dependence and lose existing self-sufficiency. 2) The KNVM's social-ecological resilience assessments show inconsistent results depending on temporal and spatial dimensions. More specifically, the KNVM was responsible for the short-term population mitigation of rapid urbanization, but the long-term urban-rural population polarization in terms of demographic resilience. Meanwhile, the KNVM contributed to the national-scale and local-scale reforestation, but the global-scale consequence of high foreign dependence of resource and energy in terms of ecological resilience.
