Internally, democratization has changed political terrain for domestic and international politics. Democratization and the information revolution have reinvigorated civic life and citizens have become active in expressing very divergent and often polarized views on foreign policies. Democratization also promotes South Korean nationalism. Rising nationalist sentiments make it difficult for the U.S. to effectively handle regional security-related issues such as the North Korean nuclear program, balancing against China, and dealing with the potential Sino-Japanese conflict. Externally, globalization has brought significant changes to South Korea’s foreign policies. Economic dimension and issues rather than security-related issues become salient and important. For example, although security concerns are still dominant in Korean society, economic interests necessitate South Korea improve its relations with China and redefine its political position between the U.S. and China. Globalization has also promoted Korea’s national interests to reach out to other countries. The Korean government has tried to develop new economic partnerships with developing countries for the purpose of securing energy and natural resources and expanding its soft power. Economic globalization and democratization have brought about changes in South Korea that raise many interesting questions with respect to foreign policy. Has South Korea’s rise as an economic power and a democracy changed its relationship with neighboring powers? Does economic integration between South Korea and China reshape their relationship? How about its impact on U.S.-Korea relations? Are geopolitical and security-related concerns still the dominant factor in explaining South Korea’s foreign policies? Does economic integration between Korea and Japan help to reduce tensions or emotional animosities that derive from historical disputes? Has South Korea, as a growing economic power, sought to forge relations with other middle or small powers beyond the confines of its region? Book excerpt: One of the most remarkable aspects of South Korea’s transition from impoverished post-colonial nation to fully-fledged industrialized democracy has been the growth of its independent and dynamic labour movement. Korean Workers and Neoliberal Globalisation examines current trends and transformations within the Korean labour movement since the 1990s. It has been a common assumption that the ‘third wave’ of democratisation, the end of the Cold War, and the spread of neoliberal globalisation in the latter part of the 20th century have helped to create an environment in which organised labour is better placed to overcome bureaucratic national unionism and transform itself into a potential counter-globalisation movement. However, Kevin Gray argues that despite the apparent continued phenomena of labour militancy and the rhetoric of anti-neoliberalism, the mainstream independent labour movement in Korea has become increasingly institutionalised and bureaucratised into the new capitalist democracy. This process is demonstrated by the Korean Confederation of Trade Unions’ experience of participation in various forms of policy making forums. Gray suggests that as a result, the KCTU has failed to mount an effective challenge against processes of neoliberal restructuring and concomitant social polarisation. The Korean experience provides an excellent case study for understanding the relationship between organised labour and globalisation. Korean Workers and Neoliberal Globalisation will appeal to students and scholars of Korean studies and International Political Economy, as well as Asian politics and economics.

The growing role played by new powers like Korea calls into question the prevailing view that global governance is polarized with emerging powers challenging the liberal international order established by the United States and its European allies after World War II. As the case of Korea shows, large developing countries like the BRICS are not the only emerging powers active in global governance. Newly developed or high income developing countries like South Korea, Turkey and Mexico are also active emerging powers, taking new initiatives, setting agendas and mediating conflicts between rival groups on the global stage. Because these high income developing countries have advanced under and benefited from the liberal international order, they see a great stake in its stability and show a willingness to protect it. "Liberal internationalist" developing countries are joining the expanding list of middle powers who contribute to the maintenance of liberal international order as niche players and system supporters.

Through making creative links between forms of state, education programmes, labour relations and the global climate throughout a series of 'historical blocs' such as the period of Japanese colonisation, Phoebe Moore covers the story of South Korean development. She observes that all economic development in South Korea has been carried out through 'passive revolution' driven by elite, frequently supported by external forces, against the will of a large part of the population, namely the working classes. In this original contribution Moore's critical International Political Economy approach sheds light on one of the fastest growing Asian economies and the 11th largest economy in the world. In doing so, she looks at the relationship between socio-economic change, passive revolution and its impact on the popular hegemony thesis.
