Book excerpt: Since late 2008, relations between the United States and South Korea (known officially as the Republic of Korea, or ROK) have been arguably at their best state in decades. By the middle of 2010, in the view of many in the Obama Administration, South Korea had emerged as the United States' closest ally in East Asia. Of all the issues on the bilateral agenda, Congress has the most direct role to play in the proposed Korea-U.S. Free Trade Agreement (KORUS FTA). Congressional approval is necessary for the agreement to go into effect. In early December 2010, the two sides announced they had agreed on modifications to the original agreement, which was signed in 2007. South Korea accepted a range of U.S. demands designed to help the U.S. auto industry and received some concessions in return. In the United States, the supplementary deal appears to have changed the minds of many groups and members of Congress who previously had opposed the FTA, which is now expected to be presented to the 112th Congress in 2011. If Congress approves the agreement, it would be the United States' second largest FTA, after the North American Free Trade Agreement (NAFTA). U.S.-South Korean coordination over policy towards North Korea has been particularly close. The Obama and Lee Administrations have adopted a medium-to-longer-term policy of "strategic patience" that involves three main elements: refusing to return to the Six-Party Talks without an assurance from North Korea that it would take "irreversible steps" to denuclearize; gradually attempting to alter China's strategic assessment of North Korea; and using Pyongyang's provocations as opportunities to tighten sanctions against North Korean entities.

The world is now more interconnected than ever, and Korean unification will invariably impact its neighbors. In this regard, the cost-benefit analyses of the four countries are quite meaningful in that 12 overseas Korea specialists analyze the benefits of Korean unification and provide policy suggestions to maximize these benefits from the perspective of their own respective countries. In addition, the three research projects conducted by 11 domestic experts which provide advice on the effects of economic integration along with strategies for Northeast Asian cooperation based on their analysis on inter-Korean economic integration and diplomatic/security benefits of unification are also extremely valuable. The research projects conducted by researchers from 4 major countries present four unification scenarios-status-quo, North Korea’s reform and opening-up, absorption of the North by South Korea, and peaceful unification. In the case of peaceful unification, which is preferable to all parties involved, the US, China, Japan, and Russia will all witness an increase of $7.6 to 48.5 billion in their GDPs, and creation of 210,000 to 5,640,000 new jobs, resulting in positive ripple impacts for all 4 countries. According to the analyses, China will be the biggest benefactor of Korean unification, the US and Japan will reap similar benefits, and Russia will benefit the least. In the event of Korean unification, China’s three northeast provinces will become a vibrant logistics center and hub for the Eurasian Continent and the Pacific region. According to the study by Japanese researchers, a ‘Super Korea’ will emerge after Korean unification, rivaling Japan. The russian researchers analyzed that if energy exports increases; and the Siberian railway and gas pipeline were connected all the way to the Korean peninsula as a result of unification, it will lead to an economic boom in the Far East. Domestic researchers show that unification will bring changes in factors of production, market expansion, decrease in military spending, and improvement in international credit rating. According to their various unification scenarios, North and South Korea’s GDP growth rates will increase 16%p and 1%p respectively between 2016 and 2030. In the early stages of unification, independent currencies should be used but One Korea Indexed Unit of Account (OKU) must also be introduced; and in order to make use of North Korea’s human resources, disparity of wages between South and North Korea is unavoidable. They also analyze that a unified Korea will contribute to the resolution of the security dilemma in Northeast Asia by buffering the competition for economic and military hegemony between major powers such as the US vis-a-vis China and China vis-a-vis Japan, facilitating cooperation. Also, North Korea’s denuclearization alone will, in and of itself, significantly benefit neighboring countries. Book excerpt: South Korea (Republic of Korea or ROK) is one of the United States' most important strategic and economic partners in Asia. Since the early 1950s, the U.S.-ROK Mutual Defense Treaty commits the United States to help South Korea defend itself. Approximately 28,500 U.S. troops are based in the ROK, which is included under the U.S. "nuclear umbrella." Washington and Seoul cooperate in addressing the challenges posed by North Korea. The two countries' economies are joined by the Korea-U.S. Free Trade Agreement (KORUS FTA). South Korea is the United States' seventh-largest trading partner and the United States is South Korea's second-largest trading partner (China is its first-largest). Political changes in both countries in 2017 along with North Korea's increasing military capabilities have produced strains in the relationship. Coordination of North Korea Policy Dealing with North Korea is the dominant bilateral strategic concern. The Trump Administration appears to have raised North Korea's nuclear and missile programs to a top U.S. foreign policy priority, and has adopted an approach of increasing pressure on Pyongyang in the hopes of convincing the North Korean regime "to de-escalate and return to the path of dialogue." The Administration has emphasized pushing China, which accounts for around 90% of North Korea's trade, to do more to pressure North Korea. North Korea's two tests in July 2017 of long-range ballistic missiles, which some observers characterized as having intercontinental range, has heightened the U.S. sense of urgency over the North Korean issue. ROK President Moon Jae-in, elected in May 2017, has said he supports the continuation of sanctions against North Korea if it is aimed at bringing North Korea to the negotiating table. He also argued, however, against a "sanctions-only" approach toward North Korea. Instead, President Moon envisions denuclearization policy and low-level inter-Korean initiatives as complementary and in July 2017 proposed holding several inter-Korean dialogues. These initiatives appear to have caused some tension in U.S.-ROK relations, but North Korea's lack of a response to them and its continued missile testing appear to have ameliorated disagreements between Washington and Seoul, at least temporarily. The U.S.-ROK Alliance Since 2009, the United States and South Korea have accelerated steps to reform their alliance, including the relocation of U.S. troops on the Korean Peninsula and boosting ROK defense capabilities. Provocations from North Korea have propelled more integrated bilateral contingency planning, for instance by adopting policies to respond more swiftly and forcefully to attacks and by deploying the Terminal High Altitude Area Defense (THAAD) missile defense system in South Korea. According to U.S. military officials, South Korea pays roughly half of the non-personnel costs of stationing U.S. troops in South Korea. Many analysts think that the Trump Administration will demand that South Korea increase its cost-sharing payments. Bilateral Economic Relations The KORUS FTA has been the centerpiece of U.S.-Korea trade and investment relations since its entry into force in 2012, but views on KORUS FTA's economic outcomes are mixed. Most U.S. business groups highlight market access improvements and a more robust mechanism for dispute resolution, but others have raised concerns over implementation. The Trump Administration has repeatedly criticized the agreement, focusing on the growth in the bilateral trade deficit since its entry into force, and has called for modifications. Following a U.S. request, the two nations are expected to convene a special committee under the KORUS FTA to discuss the agreement and possible changes. The scope of these discussions remains unclear, as the Administration has yet to officially notify Congress of its intent to negotiate with South Korea, a requirement for any trade agreement negotiation to receive expedited legislative conside
