Why do enterprises which are suc-cessfully operating in their home market decide on making investments in unknown and more insecure markets? Why do investment destinations have an interest in admitting foreign investors into the economy? Considering that FDI has grown in importance in the global economy in the last decades, obviously there has to be significant advantages for both sides. The World Investment Report (WIR) of UNCTAD reports in their recent publication (2008) high records in FDI flows in the world (UNCTAD 2008a). While developed countries still attract the largest volume of FDI inflows, developing countries possess the highest growth rate in drawing a significant volume of investment into their economy. Transforming and emerging markets in South, East and Southeast Asia particularly showed rapid development of generated inflows and their economies are prospering. China is a famous exam-ple. In our paper, we would like to introduce a not so well-known little tiger – Vietnam – and South Korea, which is after impressive growth in the last decades due to FDI now on its way to becoming an industrialized country. First we will give a short theoretical overview of FDI. We will not analyze all global flows and development of FDI. Our focus lies in the development and framework of FDI in both above-mentioned countries and answering the question which impact did FDI have on their economic development. Therefore follows an especially economical introduction of both countries and then a deeper look into sectors of FDI. We will give a short classification of development in Vietnam and in South Korea in comparison to global trends. In the final part of our paper, we will go into risks and weaknesses of both countries. At the end, we will give our conclusion concerning the impact of FDI on the two reviewed countries.

Finally, it draws policy implications towards a liberal investment order post COVID-19. The book will be of interest to policymakers, investors, and researchers on Korean and East Asian economic studies, FDI promotion, and deregulation for better business environment.

Book excerpt: The purpose of this paper is to investigate the effect of foreign direct investments (FDIs) - an inward FDI and an outward FDI - on employment in Korea. In particular, it focuses on whether the effect has been changed after the 2000 and if so, how it has changed.The foreign direct investment is defined as the capital flows of investment aimed at acquiring a lasting interest in operating enterprises outside of the economy of the investors. OECD (1999) explains that the lasting interest implies the existence of a long-term relationship between the direct investor and the enterprise and a significant degree of influence on the management of the enterprise. According to the United Nation, the purpose of the FDI is to exert a significant degree of influence on the management of enterprise resident in the other economy. It consists of equity capital, a joint-venture, a reinvested earning, and a loan. A FDI falls under either of the two categories, inward or outward FDI, according to the destination of capital flow. An inward FDI is the inflows of direct investment made by nonresident investors in an economy, and an outward FDI is the outflow of direct investment made by resident investors abroad. At the first glance, it may seem that the effect of inward FDI on employment in a reporting economy must be positive while outward FDI should have negative effect. However, when all is said and done, it is not that simple. There continues to be dissent with regards to the effects of both FDIs on employment.In session 2, the past researches with diverse view about the effects of FDIs are summarized. Session 3 contains data description for the following empirical analysis. After the empirical model specification and their estimation procedures are provided in session 4, session 5 reports the empirical results. Lastly, session 6 suggests conclusion and implications. The contribution of this analysis is to investigate long-run relationships between both FDIs and employment, and to test the changeability of them with time.

It shows how Korea adopted a highly successful interventionist strategy towards foreign direct investment channeling it into areas of the economy where it could achieve the most benefit for the country’s economic development. In recent years Korea has tried to adopt a more market driven approach. However, differences within various institutions within the public and private sector led to policy confusion and ineffectiveness in meeting policy goals. The conclusion reached is that moving from an interventionist strategy to a market orientated strategy is difficult in this policy area. The book breaks new ground because it shows that while the conventional wisdom is that a 'market economy' approach is beneficial, moving from an interventionist policy to a market-orientated one is problematic and cannot be accomplished quickly.

Book excerpt: Foreign direct investment (FDI) is a field which has drawn opinions from those of various cohorts, whether their backgrounds be affiliated with the field of commerce or not. The range of differing opinions is not uncalled for, as there is a considerable level of ambiguity surrounding its exerted effects. However, governments’ overall positive inclinations towards FDI coupled with increasing globalization and the formation of an interdependent global platform has rendered the practice to flourish over recent decades. Questions have been drawn towards New Zealand’s inducement of FDI with special emphasis placed on countries with which it has extensive economic ties. A country which has been raised in such discussions is South Korea due to its emergence as a major undertaker of OFDI and its striking of an increasingly closer relationship with New Zealand. This study examines South Korea’s undertaking of FDI in New Zealand and as to whether such FDI levels are underwhelming when compared with South Korea’s FDI flows to other nations of similar characteristics to New Zealand. Literature assumes market size to be a key determinant behind the undertaking of FDI, and this is emboldened in the case of Korean entities with the major motive for FDI to be entrance into the host country’s domestic market. Utilisation of key economic variables for the drawing of comparator nations has been undertaken to compare levels of South Korean FDI in each, and the responsibilities of governments to induce FDI has also been raised in this study. Findings suggest Korean FDI levels in New Zealand to not be underwhelming when compared with countries with similar markets. Evidence also suggests investment programs specifically tailored for Korean entities to result in greater levels of Korean FDI being received by those who engage in such practices.

Book excerpt: International flows of capital in the form of FDI are being recognized as a means of promoting economic development. Outward FDI from emerging economies enhances the competitiveness of their companies by providing access to strategic assets, technology, skills, natural resources and markets in improving their efficiency. The present paper focuses on motivating factors of outward FDI from a fast growing emerging economy - South Korea - to another emerging economy - India, over the period 2000-01 to 2012-13. FDI flows between such emerging economies challenge the well established theory which operates on the premise that the pattern of international flow of investment is from developed to developing countries. Though both South Korea and India have fairly liberal FDI policy regimes, yet the flow of FDI from Korea to India is a small percentage of its total FDI inflows. South Korean firms have penetrated those sectors in India where other countries were investing relatively less. The prime motivation for investing in India is the large size of market and low wages in the host country. But it seems that only a liberal policy regime might sometimes not be enough to attract FDI, as qualitative aspects, too, play their roles. However, there is still scope for furthering business cooperation between these two countries.

The pooled coefficient estimates may significantly misrepresent the true relationships. This paper analyses the impact of outward and inward foreign direct investment (FDI) flows between Korea and developed and developing countries on Korean exports in 12 manufacturing sectors over the 1988-2006 period. The evidence suggests that the outward FDI to developing countries is likely to increase Korean exports to those countries than FDI to developed countries likely to increase exports to developed countries. Thus, pooling investment flows can lead to incorrect inferences.

Yet, many developing countries including China and ASEAN have recently experienced a rapid increase in labor costs. Using the wage information provided by JETRO, this study examines how Korean FDI outflow is affected by the increase in labor costs of the manufacturing industry in host countries. The results indicate that the worker's and engineer's wages in Asian developing countries, who accumulated at least 3 and 5 years of work experience, have generally a negative impact on Korean FDI outflow. However, there exist positive relationships between the wages and FDI when the wages stay at very low levels. We do not find evidence that labor costs make a significant impact on Korean FDI outflow to European or Developed countries.
