Traditionally thought of in terms of the state-centric, militarily focused, realist discourse, the concept of security has been broadened to include a greater number of potential threats and an increased number of relevant actors. Yet, despite the great changes in security scholarship, the vast majority of studies on North Korea continue to focus primarily on the country’s nuclear weapons program, its military, and other traditional security issues surrounding Pyongyang. While North Korea captures headlines with its aggressive behavior and growing nuclear arsenal, the ground-level threats to average, everyday North Koreans go largely unnoticed. This groundbreaking volume seeks to refocus research on North Korean security from the traditional to largely unexplored non-traditional security (NTS) issues. In the wake of political succession to Kim Jung Un, the issue of non-traditional security is increasingly important. From the lasting effects of the famine of the 1990s to continued food shortages and the growing marketization of North Korean society, the Pyongyang regime is facing diverse and unprecedented challenges. This book offers cutting-edge analyses of emerging North Korean NTS issues by the world’s leading specialists in the field. The International Monetary Fund supplied emergency funds for shattered economies but demanded that states liberalize financial markets and withdraw from direct involvement in the economy. Financial liberalization was meant to spell the end of strategic industry policy and the state-directed "policy lending" it involved. Yet, largely unremarked by analysts, South Korea has since seen a striking revival of financial activism. Policy lending by state-owned development banks has returned the state to the core of the financial system. Korean development banks now account for one quarter of all loans and take the lead in providing low-cost finance to local manufacturing firms in strategic industries.Elizabeth Thurbon argues that an ideational analysis can help explain this renewed financial activism. She demonstrates the presence of a "developmental mindset" on the part of political leaders and policy elites in Korea. This mindset involves shared ways of thinking about the purpose of finance and its relationship to the productive economy. The developmental mindset has a long history in Korea but is subject to the vicissitudes of political and economic circumstances. Thurbon traces the structural, institutional, political, and ideational factors that have strengthened and at times weakened the developmental consensus, culminating in the revival of financial activism in Korea. In doing so, Thurbon offers a novel defense of the developmental state idea and a new framework for investigating the emergence and evolution of developmental states. She also canvasses the implications of the Korean experience for wider debates concerning the future of financial activism in an era of financialization, energy insecurity, and climate change.

As a part of the strict give-and-take denuclearization process, the Feburary 13th agreement stipulates energy assistance up to the “equivalent of one million tons of heavy fuel oil”. Noting the critical phrase, “equivalent of”, this study analyzes the various energy assistance options available through domestic and international politics analysis and economic cost-benefit analysis; it includes health and environmental externalities in the economics, thus incorporating the latent social costs. The research finds that a comprehensive energy assistance package that consists of renewable energy assistance, including wind, small-hydro, and tidal power, combined with the rehabilitation of hydro power plants and the grid system in place of heavy fuel oil, would benefit the North Korean energy sector and its economy in a sustainable manner. In the medium-term, light water nuclear reactors emerge as an unfortunate imperative in putting a definite end to the dismantlement process. In the longer South-North Korea economic cooperation, however, as the benefits of renewable energies increase over time, a diverse portfolio of renewable energies would contribute to reviving the economy while allowing for the health of the people and of the environment. To shed light on an example of a country aligning itself toward a sustainable trajectory, the Cuban example of overcoming a food and energy crisis is introduced to grant lessons for policymakers.

Developmental Environmentalism provides the first comprehensive account of East Asia's green energy shift. It highlights the powerful and symbiotic role of state ambition, geostrategic competition, and capitalist market dynamics in driving forward the region's greening efforts. Through an analysis of the ambitious national strategies of China and South Korea, the authors show how state actors have pursued a distinctively East Asian approach to transforming their energy systems, involving first the rapid creation of new green energy industries and then the coordinated destruction of fossil-fuel incumbencies. This approach - described as 'Developmental Environmentalism' - is aimed at establishing East Asian economies as leaders in the green industries of the future, while at the same time addressing the pressing environmental, social and political problems associated with the carbon-intensive industries of the past. By developing four detailed, longitudinal case studies of green industry creation and fossil-fuel phase out in China and Korea, the authors identify the key successes and failures of East Asia's green shift to date and anticipate its most likely future trajectory. Based on their findings, the authors reject the idea that East Asia's greening strategies are mere exercises in 'greenwashing' or fossil-fuelled 'business as usual'. Rather, there is something fundamentally transformative underway in the region at the level of elite ideation, strategic ambition, and policy action; the green energy shift represents much more than continuity in Asia's erstwhile developmental states. To execute their analysis, the authors synthesise insights from cutting-edge Developmental State and Schumpeterian theorising. They show how state actors in East Asia are engaging in a sophisticated kind of economic statecraft, strategically harnessing the capitalist market dynamics of 'creative-destruction' to advance their transformative green ambitions through green growth. They also assess the implications of developmental environmentalism for developed and developing countries, and the future of the global green shift in an era of geostrategic rivalry.
