Not only is it a war that began on 25 June 1950, but it is also a conflict that is rooted in Korea's colonial experiences, postcolonial desires and frustrations, and interventions and partitions imposed by outside forces. In South Korea, the war is a site of contestation: Which war should be remembered and how should it be remembered? The site has been overwhelmed by the Manichean official discourse that pits evil communists against innocent Koreans, but the hegemonic project remains unfinished in the face of the resiliency embodied in the survivors who have withstood multiple killings by the state. The historical significance of the Truth and Reconciliation Commission, Republic of Korea (TRCK), lies in its success in bringing back to life the voices of the silenced that complicate the hegemonic memory of the war as yugio, the "June 25th war." At the same time, the Commission embodies the structural dilemma that the effort to give voice to the silenced has turned to the state to redress the state's wrongdoings. The TRCK as such stands on the problematic boundary between violence and post-violence, insecurity and security, exception and normalcy. Truth and reconciliation, and human security, are perhaps located in a process of defining and redefining the boundary. This edited volume explores such political struggles for the future reflected in the TRCK’s work on the past war that is still present. This book was published as a special issue of Critical Asian Studies.

Simultaneously, disruptive technologies and fast-changing business environment such as the rise of China clash with a range of long-standing structural problems. There are multiple risks that threaten to self-perpetuate low or stagnant growth over the next decade or so, if not an outright financial crisis. Motivated by these latest developments, this book seeks to provide a timely and in-depth analysis of key current issues and foreseeable challenges of the economy, with a provocative reassessment of its future. Based on extensive new empirical works, it examines the underlying causes of the socio-economic problems. In Korea and its Futures , Roy Grinker argues that the continued conflict between North and South Korea, and the prospects for peace on the Korean peninsula, must be understood within the broader social and cultural contexts in which Koreans live. Grinker suggests that a fundamental obstacle to peace on the peninsula is that South Korea has become a nation in which nearly all aspects of economic, political, and cultural identity are defined in opposition to North Korea. He further demonstrates that in spite of its status as a sacred goal for all Koreans, the idea of unification threatens the world in which almost every South Korean has been born and raised. In chapters on defectors, divided families, student protests, and early education, Grinker reveals how South Korean conceptions of unification prevent either side from recognizing that a unified Korea must also be a diverse Korea. In other words, Grinker points out, unification is largely perceived by South Koreans not as the integration of different identities but as the southern conquest and assimilation of the north - in short, as winning the war.

Book excerpt: From the late nineteenth century, Japan sought to incorporate the Korean Peninsula into its expanding empire. Japan took control of Korea in 1910 and ruled it until the end of World War II. During this colonial period, Japan advertised as a national goal the assimilation of Koreans into the Japanese state. It never achieved that goal. Mark Caprio here examines why Japan's assimilation efforts failed. Utilizing government documents, personal travel accounts, diaries, newspapers, and works of fiction, he uncovers plenty of evidence for the potential for assimilation but very few practical initiatives to implement the policy. Japan's early history of colonial rule included tactics used with peoples such as the Ainu and Ryukyuan that tended more toward obliterating those cultures than to incorporating the people as equal Japanese citizens. Following the annexation of Taiwan in 1895, Japanese policymakers turned to European imperialist models, especially those of France and England, in developing strengthening its plan for assimilation policies. But, although Japanese used rhetoric that embraced assimilation, Japanese people themselves, from the top levels of government down, considered Koreans inferior and gave them few political rights. Segregation was built into everyday life. Japanese maintained separate communities in Korea, children were schooled in two separate and unequal systems, there was relatively limited intermarriage, and prejudice was ingrained. Under these circumstances, many Koreans resisted assimilation. By not actively promoting Korean-Japanese integration on the ground, Japan's rhetoric of assimilation remained just that.
