The chapters that comprise this book are embedded at the intersection of the dynamic processes of knowledge production and creative destruction. New developments in the way technologies are generated, shared, and transferred into new products, services, and business models are currently re-emphasising science-industry interactions. Main drivers are the emergence of open innovation models, the increased internationalisation of innovation processes, the rise of digital platforms, new modes of governance in public research, and the enlarged role of disruptive innovations. At the same time, the measurement of knowledge flows is still limited, and indicators on recent trends in science-industry interaction are lacking. This limits innovation policy in monitoring changes and addressing challenges. A conference in October 2019 in Berlin brought together industry representatives, researchers, and policy makers to discuss these developments and how the measurement of science-industry links could be improved. This policy brief summarises key trends in science-industry collaborations, presents existing indicators and discusses ways to improve our indicator system on knowledge flows between science and industry in order to better inform policy.

The empirical results support a new design for innovation policies at the regional level, which could help the European Union to achieve the targets set up in its 2020 Agenda. Today, financial capital, general information, consolidated technologies and codified knowledge are readily available virtually everywhere. However, the ability to organize these ‘pervasive’ factors into continuously innovative production processes and products is by no means pervasive and generalized; rather, it exists selectively only in some places where tacit knowledge is continuously created, exchanged and utilized and business ideas find their way to real markets. Territorial Patterns of Innovation provides evidence that, contrary to popular belief, local knowledge intensity does not necessarily guarantee higher innovation performance. Moreover, the book shows that the growth benefits deriving from innovation do not necessarily match the strength of the formal local knowledge base, and that regions innovating in the absence of a strong local knowledge base can be as successful as more knowledge-intensive regions in turning innovation into a higher growth rate. Together, the contributions in this book offer a new understanding of the relationship between knowledge, innovation and regional performance by delving beyond generally held beliefs. It will be of value to regional scientists, industrial economists and policymakers.

Companies, universities and research and technology organisations understand that leadership in their respective fields depends upon collaborating productively with each other, in ways that support and reinforce their distinct yet complementary missions. By now, the working practices and professional skills required for effective knowledge transfer are widely known and well documented. Unfortunately, many difficulties still remain, often relating to a need to better understand respective partners' interests and motives, to improve the management of intellectual property rights and deal with unrealistic expectations. At present, we are simply not capitalising adequately on the knowledge that is at our disposal. It is much easier to overcome these difficulties when sound conditions are established that provide a basis for long-term trust and lead to simple and effective rules of engagement at grass roots level. When we published the Handbook of Responsible Partnering, which contains guidelines based on good practices, we called on governments to give greater priority to establishing these conditions, and to work towards greater consistency across national boundaries. We have been promoting these guidelines widely within the business and public research communities during the past two years. We are grateful to the European Commission for now highlighting this priority also and for documenting important lessons learnt. We ask all governments to take notice of these lessons, and to continue the processes of reform and improvement necessary to secure European leadership in the knowledge economy.

Book excerpt: About the book The contents of most of the chapters included in this volume were originally presented and discussed during the academic workshop ‘High-tech Valleys and Research Triangles in the East of the Netherlands and elsewhere’, held on 30 November and 1 December 2005 at the Wageningen International Congress Centre (WICC) in the Netherlands. At that time we had an informal agreement with Rob Bogers, series editor of the Wageningen UR Frontis book series that, if the quality and quantity of the talks and papers at the seminar would be sufficient and if there was willingness among the (potential) authors, an edited book volume based upon the results of the workshop would be a possibility. After the workshop, when we had a critical mass of ten chapters and a dedicated group of committed authors, the book project was given the green light. As editors we realized that there were still a couple of topics and themes missing, and when we had found colleagues for these four additional chapters that needed to be written, our Frontis book was on the roll! Although most of the time it was great fun, the whole process of writing, reviewing, rewriting, editing and proofreading took a lot of time; much more time than we originally had foreseen. We would like to thank all authors of the fourteen chapters of this book for their excellent contributions.
