Book excerpt: This book is the first systematic attempt to address emerging land markets and their implications for poverty, equity, and efficiency across a number of African countries. The high incidence of poverty and the need for increased agricultural productivity remain acute in rural areas of sub-Saharan Africa, where a lack of secure land rights and a growing scarcity of land relative to the size of the population are becoming increasingly critical issues. Indeed, land issues in the region are high on the international policy agenda. Yet our knowledge about land tenure security and other rural factor markets (such as labor, oxen, manure, purchased inputs, and credit) is far from adequate to formulate sensible policies. The case studies in the book show that, while land markets and especially informal markets have been rapidly emerging in densely populated parts of Africa - and have generally been to the benefit of the poor--their functions remain imperfect. This is due to policy-induced tenure insecurity and the fragmentation of agricultural land. Applying rigorous quantitative analyses, the book provides a basis for taking into account the role of land markets in national land policies. All too often, the authors argue, land policies have been extreme, either prohibiting all land transactions or giving unrestricted freehold rights to a small elite at the expense of the poor. From the long experience in Asia, it is known that such policies are detrimental to both production efficiency and equity of land use. The authors argue that future policies in Africa should work with the markets. Regulations should be imposed only with careful testing that they are having the intended effects. The Emergence of Land Markets in Africa is a resource for teaching in developed and developing countries, as it provides both comprehensive reviews of the literature and detailed case studies. It is intended to facilitate the dialogue between researchers and policymakers, as well as inspire researchers to go further in their investigations and build an even stronger basis for good policies. The Emergence of Land Markets in Africa is the first publication in the new Environment for Development (EfD) book series. EfD books focus on research and applications in environmental and natural resource economics as they are relevant to poverty reduction and environmental problems in developing countries. Book excerpt: The lives of women around the world have improved dramatically, at a pace and scope difficult to imagine even 25 years ago. Women have made unprecedented gains in rights, education, health, and access to jobs and livelihoods. More countries than ever guarantee equal rights in property, marriage, and other domains. Gendergaps in primary schooling have closed in many countries, while in a third of all countries girls now outnumber boys in secondary school. And more young women than men attend universities in 60 countries. Women are using their education to participate more in the labor force: they now make up for 40 percent of the global labor force and 43 percent of its farmers. Moreover, women now live longer than men in every region of the world. Despite the progress, gaps remain in many areas. Women are more likely to die—relative to males—in many low- and middle-income countries than their counterparts in rich countries,especially in childhood and during their reproductive years. Primary and secondary school enrollments for girls remain much lower than for boys in many Sub-Saharan African countries and some parts of South Asia, as well as among disadvantaged populations. Women are more likely than men to work as unpaid family laborers or in the informal sector, to farm smaller plots and grow less profitable crops, operate in smaller firms and less profi table sectors, and generally earn less. Women—especially poor women—have less say over decisions and less control over household resources. And in most countries, fewer women participate in formal politics than men and are underrepresented in the upper echelons. The World Development Report 2012: Gender Equality and Development argues that closing these persistent gender gaps matters. It matters because gender equality is a core development objective in its own right. But it is also smart economics. Greater gender equality can enhance productivity, improve development outcomes for the next generation, and make institutions more representative. Building on a growing body of knowledge on the economics of gender equality and development, the Report identifies the areas where gender gaps are most significant—both intrinsically and in terms of their potential development payoff—and where growth alone cannot solve the issues. It then sets forth four priorities for public action: Reducing excess female mortality and closing education gaps where they remain Improving access to economic opportunities for women Increasing women’s voice and agency in the household and in society Limiting the reproduction of gender inequality across generations.

Book excerpt: Economic growth in the Sub-Saharan Africa region has been plagued by a series of shocks—wars, political instability, natural disasters, epidemics, terms-of-trade deterioration, and sudden stops in capital inflows—that have had lingering effects on productivity and growth. Within the overall productivity gap of the region are substantial differences across the sectors of economic activity and production units. Boosting Productivity in Sub-Saharan Africa: Policies and Institutions to Promote Efficiency documents the productivity trends in Sub-Saharan Africa in three different dimensions, assessing productivity at the aggregate level, the sectoral level, and the establishment level. It characterizes the evolution of productivity in the region relative to other countries and regions, as well as country groups in Africa, classified by their degree of natural resource abundance and condition of fragility. The volume suggests that the persistence of the productivity gap in Africa vis-à -vis the technological frontier can be attributed to the slow accumulation of physical and human capital relative to the region’s growing population, as well as the poor allocation of these resources. These allocative inefficiencies are the outcome of policies and institutions that introduce distortions in the decision-making process of individuals. Hence, the volume assesses the implications of production decisions across agricultural farms and manufacturing firms. It presents evidence on aggregate productivity from the perspective of production units, using recent household surveys for farmers and firm-level surveys for select countries, as well as frontier estimation techniques. It documents the extent of severe resource misallocation across agricultural and manufacturing production units. These distortions decelerate the growth of the production units, disincentivize their adoption of productivity-enhancing technologies, and reduce the ability of their peers to learn new techniques. Boosting Productivity in Sub-Saharan Africa highlights the adoption of digital technologies to reduce some of these market frictions. Mobile money has increased financial inclusion in several countries, and digital financial technologies have given individuals access to savings instruments and loan products. Enhancing access to credit can help individuals invest in schooling and overcome the costs of formality. The volume discusses further avenues of research that may provide additional insights on the productivity dynamics across countries in the region, and it identifies the different channels of policy transmission to enhance productivity. The empirical work presented can help to guide the design of policy in the region.

Book excerpt: Elinor (Lin) Ostrom was awarded the 2009 Nobel Memorial Prize in Economic Sciences for her pathbreaking research on "economic governance, especially the commons"; but she also made important contributions to several other fields of political economy and public policy. The range of topics she covered and the multiple methods she used might convey the mistaken impression that her body of work is disjointed and incoherent. This four-volume compendium of papers written by Lin, alone or with various coauthors (most notably including her husband and partner, Vincent), supplemented by others expanding on their work, brings together the common strands of research that serve to tie her impressive oeuvre together. That oeuvre, together with Vincent's own impressive body of work, has come to define a distinctive school of political-economic thought, the "Bloomington School." Each of the four volumes is organized around a central theme of Lin’s work. Volume 2 examines the most well-known part of Lin’s legacy: her empirical, analytical, and theoretical work demonstrating that, in many cases, local resource users can solve collective-action problems through common-property management regimes. The volume comprises various papers relating to and building on the findings of her masterpiece, Governing the Commons (1990), including some lesser-known papers. Part I focuses on the all-important distinction between biophysical resources and the humanly devised institutions designed to govern them. Part II moves to the policy level, addressing how various sets of humanly devised institutions work better or worse, in various social and ecological circumstances, for the long-run sustainability of biophysical resources. Part III takes us full circle back to Ostrom’s first work (as part of her PhD) on water resources in Southern California, which was a topic she returned to, along with her students, throughout her career (and totaling more than 50 years’ worth of studies), with the specific intention of gathering data for dynamic (or, at least, comparative static) longitudinal analyses of combined social (including institutional) and ecological change. In sum, this volume presents what is, at least at present, thought to be Lin’s greatest legacy to social science: how resources can be sustainably managed over very long periods of time by the collective action of ordinary people, in addition to or without markets and states.

Given the scale of LSLAs happening in developing countries, there is urgent need to objectively assess whether risks for smallholders are balanced by positive economic outcomes. The author considers four key pathways of influence of LSLAs on rural households: access to land, returns to land, returns to labor and price of agricultural goods. The four pathways are tested on the background of Ethiopia’s and Tanzania’s land tenure systems, which are strikingly different. The evidence shows several elements of similarity in the reported effect of LSLAs on the defined indicators of households’ welfare in the two countries.

Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Doing Business illustrates how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. It is a flagship product produced in partnership by the World Bank Group that garners worldwide attention on regulatory barriers to entrepreneurship. More than 137 economies have used the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 2,182 articles in peer-reviewed academic journals since its inception.
