The information management system developed for the Project has been named the Kiribati Education Management Information System (KEMIS). The project was located at the Ministry of Education, Training and Technology, (METT) Bikenibeu, Tarawa, Republic of Kiribati, which was the implementing agency. The Australian Managing Contractor was UniQuest Pty Limited, (UniQuest) Brisbane, Queensland. The project was prepared in August and September 2001 and approved by the Australian Agency for International Development (AusAID) on October 2, 2001, and by METT, acting through the Program Co-ordinating Committee, on November 14, 2001. Implementation began on 1 November 2001 and was completed in December 2002, with the exception of some minor work completed in January 2003." -- (p.iii) Basic Project Data.

It spans an area of approximately 3.5 million square kilometers and consists of 33 atolls and islands, with the majority of its land area located less than two meters above sea level. Due to its vulnerability to rising sea levels and the devastating impacts of climate change, Kiribati has been described as a bellwether for the impacts of global warming on low-lying island nations. The population of Kiribati is estimated to be around 119,500, with the majority of the population living on the main island of South Tarawa. Kiribati is a diverse nation, with a varied cultural heritage and a mix of Christianity and traditional beliefs. Its economy is largely based on subsistence agriculture and fishing, although the government has recently introduced policies aimed at attracting foreign investment and developing industries such as tourism and mining. Kiribati has also faced numerous challenges, including the loss of land to erosion, overfishing, and limited access to healthcare and education.

This report provides an overview on the globalsituation on boys’ disengagement from and disadvantage in education. It identifiesfactors influencing boys’ participation, progression and learning outcomes ineducation. It also analyses responses by governments and partners, and examinespromising policies and programmes. Finally, it includes recommendations on how tore-engage boys with education and address disadvantage.While girls continue to face severe disadvantages andinequalities in education, the report shows that boys inmany countries are at greater risk than girls of repeatinggrades, failing to complete different education levelsand having poorer learning outcomes in school. Noless than 132 million boys of primary and secondaryschool age are out of school. They urgently requiresupport.As this report shows, supporting boys does notmean that girls lose out and vice versa. Addressingboys’ disengagement not only benefits boys’ learning,employment opportunities, income and well-being, itis also highly beneficial for achieving gender equality anddesirable economic, social and health outcomes.
