Book excerpt: According to the Marxist interpretation still dominant in Japanese studies, the last century and a half of the Tokugawa period was a time of economic and demographic stagnation. Professors Hanley and Yamamura argue that a more satisfactory explanation can be provided within the framework of modem economic theory, and they advance and test three important new hypotheses in this book. The authors suggest that the Japanese economy grew throughout the Tokugawa period, though slowly by modern standards and unevenly. This growth, they show, tended to exceed the rate of population increase even in the poorer regions, thus raising the living standard despite major famines. Population growth was controlled by a variety of methods, including abortion and infanticide, for the primary purpose of raising the standard of living. Contrary to the prevailing view of scholars, thus, the conclusions advanced here indicate that the basis for Japan's rapid industrialization in the Meiji period was in many ways already established during the latter part of the Tokugawa period. The authors' analysis combines original fieldwork with study of data based on findings of the postwar years. Originally published in 1978. Book excerpt: In the major literature on early modern Japan, the sakoku (closed country) edicts lurk in the background, and while scholars are generally aware of the major tenets of the policy, for example, the inability of Japanese to travel abroad or the clampdown on Christianity, the specifics of the edicts have yet to be studied in detail despite its potential to reveal much about this era of Japan's history. This work seeks to clarify the seventeen-article sakoku edicts of 1635 as well as to situate the edicts in the general foreign policy of seventeenth-century Edo Japan. This book will also examine a number of other policies that evolved in the first half of the seventeenth century to complete what is commonly (and somewhat erroneously) referred to as the "closed-country period." A great number of works on European and Chinese interactions with Japan have appeared over the past few decades, and most of them have done a fine job of dispensing with the myth that Japan was somehow hermetically sealed from the outside world. Scholars are aware that the Dutch played a large role in keeping the shogun informed about affairs in Europe, and that the Chinese were coming to Japan in ever greater numbers. They are also aware of the relationship between Japan and Korea. However, the fact remains that the Tokugawa did take pains to regulate the interactions of Europeans with Japan, and these measures are generally found in the various edicts passed by the bakufu in the first half of the seventeenth century. This book translates and illuminates the specific machinery of Japan's foreign relations, especially as it pertained to European trade and Christianity. In so doing, this study will situate the edicts--which are largely taken for granted, even though little has been studied--in Japan's early modern history. There are two insights this book presents. First of all, the study will demonstrate that the sakoku edicts were not a monolithic piece of legislation, but rather they evolved over time. The edicts against Christianity, the expulsion of the Spanish and the Portuguese, and the establishment of the machinery to regulate foreign trade were all responses to historical stimuli, and as such evolved in response to Japan's interactions with Europe and European trade and ideas. Second, this work will show that, ironically, the Tokugawa control of Japan's foreign policy was meant to strengthen its domestic control, especially vis-a-vis the powerful daimyo of western Japan, who traditionally profited with relations with the West. Therefore, there is much more to the sakoku edicts than simply the regulation of Japan's relations with foreigners. This book will appeal to the wider academic community working on pre-modern and early modern Japan. It will also be of value to those whose work involves the expansion of Europe into Asia, as well as European-Asian interactions. Written in a highly accessible style, this book will be of interest to even the casual reader of Japanese history."

Book excerpt: Historians have long been intrigued by Japan's static national population during the eighteenth and early nineteenth centuries, when the output of the economy was almost certainly growing. Was population held in check by high mortality or low fertility, or by some combination of the two? The author of this monograph suggests an answer through analysis of the population and tax registers of the village of Nakahara between 1717 and 1830. He finds that both mortality and registered fertility in Nakahara were strikingly low by comparison to eighteenth-century European communities. The causes of low mortality are uncertain, but low registered fertility was mainly the result of infanticide. The author shows, surprisingly, that infanticide was not primarily a function of poverty or the desperation of the moment but was practiced as a form of family planning, resulting from a clear understanding of the relationship between farming efficiency and family size and composition in an intensely competitive agrarian economy. The final chapter discusses the extent to which Nakahara may have been representative of rural Japan.

Book excerpt: The focus of Richard Rubinger’s study of Japanese literacy is the least-studied (yet overwhelming majority) of the premodern population: the rural farming class. In this book-length historical exploration of the topic, the first in any language, Rubinger dispels the misconception that there are few materials available for the study of popular literacy in Japan. He analyzes a rich variety of untapped sources from the sixteenth century onward, drawing for the first time on material that allows him to measure literacy: signatures on apostasy oaths, diaries, agricultural manuals, home encyclopedias, rural poetry-contest entries, village election ballots, literacy surveys, and family account books. The book begins by tracing the origins of popular literacy up to the Tokugawa period and goes on to discuss the pivotal roles of village headmen during the early sixteenth century, a group extraordinarily skilled in administrative literacy using the Sino-Japanese hybrid language favored by their warrior overlords. In time literacy began to spread beyond the leadership class to household heads, particularly those in towns and farming communities involved in commerce, and eventually to women, employees, and servants. Rubinger identifies substantial and enduring differences in the ability to read and write between commoners in the cities and those in the country until the eighteenth century, when the vigorous popular culture of Kyoto, Osaka, and Edo (Tokyo) attracted village leaders and caused them to extend their capabilities. Later chapters focus on the nineteenth-century expansion of literacy to wider constituencies of farmers and townspeople. Using direct measures of literacy attainment such as village surveys, election ballots, diaries, and letters, Rubinger demonstrates the spread of basic reading and writing skills into virually every corner of Japanese society. The book ends by examining data on illiteracy generated from conscription examinations given by the Japanese army during the Meiji period, bringing the discussion into the twentieth century. Rubinger’s analysis of this information suggests that geographical factors and local traditions of learning and culture may have been more important than school attendance in explaining why illiteracy continued to persist in some areas.
