The 2007 data bring some welcome news, as the recent trend of modest increases in juvenile arrests in 2005 and 2006 has been broken. The good news is reflected not only in the 2% decline in overall juvenile arrests and the 3% decline in juvenile arrests for violent crimes from 2006 to 2007 but also in the data for most offense categories, for males and females, and for white and minority youth. However, one area that merits continued attention is disproportionate minority contact with the juvenile justice system. For example, the arrest rate for robbery among black juveniles was more than 10 times that for white youth in 2007. Charts and tables.

Given that poor people, particularly poor people of color, make up the majority of those under carceral control in Western, industrial countries, can technical solutions, gradual reforms, and individual-level programming genuinely change the deeply entrenched carceral state that has been expanding in the US for over 40 years? In this book, the authors offer an examination of the creative ideas that twelve US-based social justice organizations put forward for how participation in social change might spur not only individual-level change in young people, but community-wide mobilization against the harms resulting from the "tough on crime" movement and neoliberal policy. Using alternative programs grounded in political and social consciousness-raising, these organizations provide important and novel methods for how we might roll back carceral expansion. Their approaches resonate with scholarship in criminology and related fields; however, they sharply contrast with popular notions of "what works". The authors detail how community-based organizations must navigate not only these scientific forces, but the bureaucratic and financial ones consistent with neoliberal governance as well as the more formidable, less navigable political barriers that activate when organizations mobilize young people of color for social and carceral reform. While aware of the formidable barriers they face, the authors highlight the emancipatory potential of community-based social justice organizations working with the most marginalized young people across several major US cities. The philosophy of "community education" has been overlooked but is a workable, comprehensive approach to addressing crime. As used in this book, community education is a philosophy, process, and program comprised of three overriding and interrelated elements: community empowerment, community problem-solving, and the effort to involve all community members in the pursuit of lifelong learning. The Hyde Park neighborhood in St. Louis has one of the highest rates of reported drug sales and high rates of homicide, robbery, aggravated assault, arson, and burglary. The community lays claim to several crime-inducing variables including population loss, a high percentage of population shift resulting in a higher percentage of black population and boarded-up housing units, a high rate of unemployment, a very low per capita income and a high percentage of citizens living below the poverty line, and a high percentage of female-headed households. Nevertheless, the people of Hyde Park are participating in a crime prevention approach that is applicable to all communities. Insights to urban life and problem solving are provided by community members, covering such topics as policing and how it can be improved. These insights and others offered by the author are supported by theories and philosophies found in the literature. In the process of solving their own problems, community members involve themselves in lifelong learning activities and leadership development. Written in a style that is appealing to the general public as well as academics, it is of special interest to educators, community leaders, criminologists, academics in urban affairs and sociology, social workers, law enforcement agents, and politicians.
