It is the result of many actions, networks and programmes over the last few decades and the development of common European education policies. Europeanizing Education describes the origins of European education policy, as it metamorphosed from cultural policy to networking support and into a space of comparison and data. The authors look at the early development and growth of research networks and agencies, and international and national collaborations. The gradual increase in the velocity and scope of education policy, practice and instruments across Europe is at the heart of the book. The European space of education, a new policy space, has been slowly coaxed into existence; governed softly and by persuasion; developed by experts and agents; and de-politicized by the use of standards and data. It has increasing momentum. It is becoming a single, commensurable space on a rising tide of indicators and benchmarks. The construction of policy spaces by the European Union makes Europe governable: policy spaces have to be mobilized by networks of actors and constructed by comparative data. They are the result of transnational flows of people, ideas and practices across European borders; the direct effects of European Union policy; and, finally, the Europeanizing effect of international institutions and globalization. The European space of education and research has become a new place of work through interconnected institutions, networks and companies, and it is being constructed through the flow of policy ideas, knowledge and practices from place to place, sector to sector, organization to organization, and across borders. Book excerpt: Based on empirical analysis using configuration theory and multi-dimensional scaling, this book provides insight into types of relationships that can be found between groups of countries with certain institutional context features, and into the quality and equity of their education system. In this volume, the authors take up the challenge of considering what a European ‘settlement’ might look like. In doing so, they take into account worldwide trends and the increasing evidence of convergence across educational systems. The outcomes of comparative analyses seem to suggest that strong education systems in terms of finance, governance and choice could be preferable. To a greater or lesser extent, therefore, all the systems of education currently in use in Europe face some common challenges. The way in which these challenges are addressed will determine the future of these systems. Key elements in the current debate that are considered in greater detail in this volume include changing views on (a) centre-local relations with signs of an increasing commitment to decentralisation as a guiding principle for developing school governance; (b) school autonomy which is now increasingly regarded as the engine-room for school improvement, especially in relation to sustaining it; and (c) the celebration of community and school choice as a means of securing higher levels of parental involvement. This volume will be of interest to researchers and practitioners working in education, educational research and sociology of education. It will also be of relevance to those interested in the comparison of various education systems and in governance, funding of education and school choice.

There is a demand for a concentration on the ways in which new devices such as smart phones and tablets, as well as new platforms and recent notions such as the ‘flipped classroom’, are affecting the way education is being provided. However, there is also still a small minority who do not have full access to the internet, and the disadvantages suffered by this group must also be addressed. The internet offers a vast range of opportunities for young people, and yet for various reasons it is not always available. This can partly be attributed to the controls that schools impose on the use of digital technology, for reasons of safety and security, and can in part be explained by the fact that policy makers have contradictory attitudes to technology. While they may argue for the need to have a well-educated and well-trained workforce, they fear the threats to privacy and safety posed by the internet. This book asserts that society needs to have more open debate about the threats and opportunities of digital technology as it is a dynamic and ever-changing topic for us all. This book was originally published as a special issue of the Oxford Review of Education.
